| In order to deepen the reform of "enhancing regulation and service" and continuously improve the service level of real estate registration,the Ministry of Natural Resources issued the Guidelines for the Construction of "Internet + Real Estate Registration" in July2020,requiring all localities to promote "Internet + real estate registration" in a standardized and orderly way according to their actual conditions,and vigorously promote the convenient service of real estate registration for the people.It is necessary to establish a state-supported service system of "Internet + real estate registration" based on information sharing and integration,and to ensure that enterprises and the public can "run once at most" or even "run at all".The service system is not only conducive to improving the quality and efficiency of the real estate registration work and improving the level of government services,but also further improves and develops the socialist system with Chinese characteristics and promotes the process of modernization of the national governance system and governance capacity.Based on the real estate registration work,S City actively promotes the work of "Internet + real estate registration" in order to implement the reform target of "improving regulation and service" and improve the quality and efficiency of real estate registration,so as to provide more convenient real estate registration services for the masses and enterprises.In the assessment of the "registered property" index of the national business environment in 2020,S City ranked among the top10 benchmark cities in the country,and "Internet + real estate registration" continued to lead the country.However,under the goal of further deepening the reform of "regulation and service" and creating a better business environment,there are still many challenges in the development of "Internet + real estate registration" in S City.From the perspective of public relations management,by referring to the theory of new public service and the theory of "seamless government",this paper uses the method of literature review,case analysis and interview to investigate the development of "Internet +real estate registration" in S City under the background of deepening the reform of "deregulation,management and service",and finds the following problems in the process of carrying out "Internet + real estate registration" in S City: First,the construction of intelligent examination and approval platform is not perfect;Second,there is an island phenomenon under the data barrier;Third,the registration service specialization is insufficient;Fourth,low public usage.In view of the above problems,in-depth analysis is carried out to clarify the reasons behind the problems as follows: first,the construction of business collaborative system lacks effective overall planning;Second,department segmentation leads to data barriers;Third,there are shortcomings in the construction of registration team;Fourth,it pays insufficient attention to the needs of the public.Based on the existing problems and reasons analysis,the optimization measures are put forward: first,vigorously promote the construction of examination and approval system;Second,break the data "island",integrate information resources;Third,strengthen the construction of real estate registration team;Fourth,optimize the system platform with public demand as the core. |
