| Real estate registration is an effective means for the government to manage the real estate market,helping the government to identify market holdings and transactions and facilitating regulation of the real estate market.However,as the administration of real estate registration continues to advance,problems left over from the decentralised registration period that prevented the issuance of certificates are gradually being exposed.These problems have not only prevented property owners from settling in schools and taking out mortgages,but have also led to frequent class action lawsuits and group petitions,undermining the government’s credibility and hindering the government’s ability to understand the market,manage it and regulate it.Therefore,in the next real estate registration management,how to properly resolve the remaining problems,the historical legacy of what kind of deficiencies in government management,how the government can optimize the existing initiatives to ensure that such problems will not reappear in the later work,become the focus of public expectations and social concerns.In view of this,this thesis takes Lianyungang city district as the object of study,in accordance with the logical idea of "raising problems-analyzing problems-solving problems",and under the guidance of New Public Service Theory and Effective Government Theory,adopts literature research,survey research,case study and other research methods to sort out the current status of real estate registration management and the advancement of the remaining problems.The research analysis the causes of the legacy problems through the time dimension and subject perspective,and analyze the objective reasons for the current dilemma of promoting the legacy problems based on the new public service theory and derived thinking from the subject causes;we analyze the shortcomings of government management in the work promotion by applying the basis of effective government theory.Finally,based on the previous analysis,the work suggestions of the higher government and lower departments are targeted,and the optimization and enhancement path of real estate registration management is proposed to avoid the recurrence of similar problems.(1)By analyzing the percentage of the types of historical legacy problems of real estate registration in Lianyungang city district,it is concluded that the historical legacy problems can be divided into six categories,which are imperfect land use procedures,inability to pass the completion inspection,mortgage or seizure of the construction land,default of relevant fees,project construction across the land,and loss of the main body of development and construction or no longer have the corresponding qualifications.There are 40 unregistrable properties in Lianyungang city district,involving 79 cases of historical legacy problems.Among all the types of problems,the highest percentage is not able to pass the completion inspection,and the second highest is the land being mortgaged or seized,both of which occupy more than half of the problem types.In addition,historical legacy problems arise as a chain reaction,and usually a project has multiple types of problems because of the housing construction process.There are mainly problems such as the lack of registration materials,the difficulty in the implementation of the resolution policy,and the lack of sharing of data and information among various departments in the current work,which need to be broken through.(2)By sorting and analyzing the construction time of unregistrable properties in Lianyungang city district,it is concluded that the 40 properties that cannot be registered started construction in the range of 2001-2013.During this period,there were 35 cases of lack of registration materials such as imperfect land use procedures and failure to pass completion inspection,and 33 cases of land mortgage and seizure,delinquency of related fees and other problems in the capital chain.2008 economic environment impact,many development enterprises went bankrupt,resulting in the largest number of problem properties started construction in 2006-2007,accounting for more than half of the total,and the loss of the main development enterprise basically all concentrated in these two years.(3)By sorting out and analyzing the responsible subjects of unregistrable properties in Lianyungang city district,it is concluded that the responsible subjects mainly involve three types of people,namely,housing development and construction parties,government management departments and right holders.Among them,the development party as the responsible body accounts for the largest proportion,reaching 87.5%,and covers all categories of historical legacy problems;the government as the responsible body is mainly reflected in the management function,the supervisory department is not in place,or supporting services delayed,resulting in the project can not be handed over on time;rights holders as the responsible body,one is in the case of the development enterprise first first handed over after acceptance,the owners destroy the housing structure The other is not registered in time,and later due to policy changes,can no longer be handled according to the old policy.(4)The analysis of the historical legacy of real estate registration in Lianyungang city district through the perspective of time and subject summarizes the following reasons: the management system was not unified during the decentralized registration period,information was not shared,and data standards were not consistent,resulting in the system data could not be integrated after the unified registration;there were deficiencies in the real estate development and registration system,and there was a lack of reasonable transitional measures to take over in the process of policy update,and the previous policies such as housing pre-sale formulated in today’s market environment have drawbacks;lack of government administration and insufficient supervision;illegal and irregular operation of development enterprises;and the importance of registration ignored by rights holders.(5)Based on New Public Service Theory,the objective reasons for the difficulties in promoting legacy issues are that there are still gaps in the transition of housing and land related policies when decentralized registration is transformed to unified registration,the legal basis and scope are not clear and unified,and the original The technical protocols and standards used by the departments for registration are different,and there is no explicit policy to unify the standards after the unified registration;Based on Effective Government Theory,the subjective reasons for the difficulties in promoting the legacy issues are the government’s execution power is insufficient,the government-led and departmental linkage mechanism is not sound,and it is difficult to verify the initial information of the houses with historical legacy problems;the departments do not have the right understanding when cooperating with each other,they only want to take the power and do not want to take the responsibility,they only know the system but do not know how to adapt.(6)The advice for Real estate registration management are the higher level of government due to give full play to the guidance of the work of the lower levels,co-ordination and coordination of interdepartmental joint collaboration,according to the actual situation in accordance with the law,one case to propose solutions,strict follow-up supervision.In the specific business operation,for different types of problems,to take the elements of substitution,subject matter replacement,parcel adjustment,registration subject substitution,unilateral application and other ways to effectively solve the existing problems.In the later work of real estate registration,the government should improve real estate-related policies,strengthen inter-departmental information transfer,build a mechanism to punish real estate development enterprises for breach of trust,strengthen the publicity of real estate-type policies and regulations,and carry out the work of issuing certificates upon regular delivery of houses to effectively prevent the recurrence of the problem of unregistrable real
