Talent is the primary resource for China’s economic and social development.As socialism with Chinese characteristics enters a new era,new and higher requirements are put forward for talent work.Since the 19 th National Congress of the Communist Party of China(CPC),China has put forward the policy of "one step faster" and "three steps faster",and implemented the strategy of reinvigorating China through talent development and the strategy of innovation-driven development,so as to further stimulate the creativity and innovation of talented people and enhance their vitality for development.Comprehensive implementation direction respect creation and respect talents,full awareness of the need for talent development system and mechanism to deepen reform,multi-level and multi-dimensional,the various introduction,training and use of talent,learning general secretary also stressed: "development is the first priority,talent is the first resource,innovation is the first power",once again shows that talent is the key to ensuring a lasting vitality.High-level talents,as the accelerator of improving the overall human resource quality of a city,play a special role in accelerating the construction of an innovative country,and are an important new force to promote the high-quality development of county economy,which is highly valued by the county(city)level local government.It has become the common policy consensus of local governments to increase the introduction of high-level talents,build regional talent gathering centers,support industrial transformation and structural adjustment,and form comparative advantages and development advantages in regional economic competition.Pengzhou city of Sichuan province is located in the northwest regional cooperation center of Chengdu-Chongqing Shuangcheng Economic circle and the core area of Chengdu-Demian Economic Belt,which is the gateway hub of Chengdu’s westward and northward development.As the construction of chengdu-Chongqing double-city economic circle is fully launched,the demand for high-level talents shows a blowout growth,and the imbalance between supply and demand will inevitably lead to competition for talent resources in various regions.Therefore,Pengzhou deeply analyzed the influencing factors of talent introduction under the background of the Tale of two cities,identified the talent development orientation of Chengdu metropolitan area,and established the talent work direction of high-level talent introduction as speeding up the adjustment of economic structure and enhancing the economic development.Pengzhou seize national development strategy important opportunity,reflect rapidly in high-level talent introduction,after five years of time,formed a relatively perfect system of high-level talent introduction policy,but compared with other domestic regions,the high-level talent introduction total deficiencies,industry capacity and adsorption force is weak,talent agglomeration advantage is not obvious.Therefore,according to the specific problem of pengzhou high-level talents,and in view of the problem to find the matching policy,expect to provide pengzhou high-level talent introduction problem solving better reference,to improve the quality of pengzhou people as a whole,strengthen the key competitiveness of urban development,the comprehensive construction practice of new development concept of stereoscopic landscape park city.Based on the questionnaire survey and individual access to the information,with the help of the human capital theory,incentive theory,maslow’s hierarchy of needs,the new public management,and other related theoretical basis,from two aspects of theory and practice analysis pengzhou high-level talent introduction of present situation,the measures,the effects of policy implementation,existing problems and its reasons,On this basis,the ideas and countermeasures to solve the problem are put forward.Through the study of this paper,it can be seen that there are some problems in the introduction of high-level talents in Pengzhou City,Sichuan Province,which are mainly reflected in the weak working force of talent introduction departments,low precision of talent introduction policies,insufficient publicity,and insufficient carrier power.There are many reasons for these problems.The main reasons are unreasonable system and mechanism of talent introduction,imperfect policies and measures,lagging concept of talent introduction,insufficient industry matching ability and imperfect talent service guarantee.According to the above problems and causes,from the reform more regional competitiveness talents working systems and mechanisms,enhance the comparative advantage of high-level talent introduction policy,keep the talents work idea to keep pace,raise the level of innovation leading platform carrier construction,create a more attractive talent ecological circle the thinking and countermeasures put forward to solve the problem,The aim is to further enrich the theoretical research on the introduction of high-level talents in county-level cities.At the same time,under the background of the construction of the Chengdu-Chongqing twin City economic circle,we will explore the scientific practice and successful path of the introduction of local high-level talents,so as to provide beneficial reference and reference for more cities with similar geographical conditions.
