| As the carrier of knowledge wealth,high-level talents are the creators and disseminators of science and technology,and the important factors to promote scientific and technological progress and social development.The cultivation and introduction of high-level talents provide a guarantee for the construction of high-level talents team.At PRESENT,THE INTERNATIONAL turbulence is increasing,and all countries are strengthening the strategic deployment of scientific and technological forces.High-level talents are important factors for China to achieve scientific and technological self-reliance and self-improvement.The team of high-level personnel and the country’s strategic scientific and technological forces should be among the top in the world.In order TO implement the central policy,various local governments also issue various high-level talent policies in succession,which make the high-level talent team grow quickly and the high-level talent efficiency continuously improve.However,due to various reasons,there are still some problems such as low efficiency of policy implementation and unsatisfactory effect of high-level talent introduction in the implementation process.The implementation of high-level talent introduction policy is related to the improvement of national comprehensive national strength,and the introduction and training of high-level talents are important ways to realize the grand goal of Chinese national rejuvenation.Therefore,from the perspective of local government,this paper takes the implementation of high-level talent introduction policy in Chengdu as the research object,and explores the problems and causes in the implementation of high-level talent introduction policy in Chengdu.Through the review of relevant literature at home and abroad,foreign research on public policy implementation began in the 1970 s,and Western scholars constructed many theoretical models in the exploration of policy implementation,which provided theoretical support for later domestic and foreign scholars’ research on public policy implementation.Domestic scholars have few research achievements on the theory of public policy implementation,but there are a lot of research achievements on the practical application of the theory of public policy implementation and the policy content of high-level talents,which provides a reference path for the research of this paper.Domestic scholars have little research on the implementation process of high-level talent introduction policy,and even less research on the implementation process of local high-level talent introduction policy combined with Smith’s policy implementation process model.Based on the comprehensive,on the basis of combing the high-level talent introduction policy of Chengdu,based on the existing high-level talent of Chengdu and participate in the talent introduction policy implementation of Chengdu related staff on-site interviews and questionnaire survey,a more comprehensive and in-depth understanding of the basic situation of high-level talent introduction policy implementation of Chengdu,Smith and combining the policy implementation process model for Chengdu high-level talent introduction policy implementation present situation from the policy itself,the target population,actuators,environmental factor analysis,four dimensions of Chengdu are drawn high-level talent introduction policy implementation problems and causes,and gives targeted improvement Suggestions.This study shows that in the implementation process of high-level talent introduction policy in Chengdu,there are some problems,such as small number of high-level talent introduction and high potential turnover rate,ignoring the incentive of potential talents,talent evaluation "title only",complicated policy implementation process and low efficiency.Based on the analysis of Smith model,the main reasons affecting the implementation of high-level talent introduction policy in Chengdu are as follows: the imperfect policy content system,the weak force of policy implementation team,the wrong concept of talent evaluation,the adverse effect of local environment,etc.Therefore,some suggestions are put forward,such as improving the top-level policy design,perfecting the policy implementation mechanism,correctly exerting the guiding role of talent evaluation,and vigorously building a livable and job-friendly environment in the region. |
