| Community correction is an advanced concept of socialized execution,which is different from the execution of correctional punishment in prison.Compared with execution in closed places,it is more conducive to ideological education for criminals to receive educational correction in the community,And the involvement of social forces to enrich the judicial resources,build a social control system,is conducive to a reasonable allocation of judicial resources,strengthen the community correction object to implement dynamic management,the education reform of criminals in order to comprehensively improve the quality,make contributions to public security comprehensive administration,it is the important embodiment of social governance innovation methods.The improvement and re-socialization of the social personality of the object of correction involves the restriction of personal freedom and the punishment of the violation of the relevant provisions of correction measures,as well as the help of education and employment guidance,which requires the joint participation of relevant departments,social organizations and social forces.Law already provides a legal basis for social forces to participate in community correction,but in practice,social forces to the series of problems such as low awareness,insufficient participation in work,it has influence on the quality,and the effect of community correction,an urgent need to mobilize social forces,realize the coordinated work of pluralism participation main body,it has become an urgent need to study the important issue.This article explores how to use the public management theory to the introduction of the social power grid management of community correction,such as questionnaire investigation,case analysis methods to analyze the lack of social forces to participate in,to participate in the importance of the problem,the path of social forces to participate in study,to explore the path to perfect the social forces to participate,to stimulate the social forces to participate in community correction,realize social work.Based on the analysis of the current situation of community correction in F County,this paper puts forward the viewpoint of social forces participating in grid governance.The problems and deficiencies of community correction are revealed by questionnaire survey.Case analysis highlights the importance of social participation;By comparing and studying the modes of participation at home and abroad,this paper sorts out the social participation experience of the United States,Japan and Singapore and the social participation experience of Beijing,Shanghai and Zhejiang in China,and reveals how to improve the participation mechanism of social forces.Then,from the perspective of public management,it explores how to improve the participation path of social forces,from three aspects of awareness,working methods and working mechanism,to give full play to social forces to participate in community correction,and provide better practice and guidance for improving social governance system and governance capacity of community correction. |
