The Fourth Plenary Session of the Nineteenth Central Committee of the Party proposed "building a social governance community where everyone is responsible,everyone is responsible,and everyone enjoys it",emphasizing that "the leadership of the party committee,government responsibility,democratic consultation,social coordination,public participation,and rule of law protection "Technological support" is also the basic principle followed by our country’s community correction.As an integral part of social governance and criminal execution,community correction has played an important role in maintaining social harmony and stability.At the same time,it is conducive to giving play to the advantages of various government departments and people’s organizations,mass organizations and social organizations,attracting the wide participation of social workers,volunteers and ordinary people,and vividly reflects the participation of multiple subjects in social governance and the realization of social governance Sharing the results of social governance by people is a vivid reflection of the spirit of implementing the Party ’s Fourth Plenary Session of the 19 th Central Committee in the field of rule of law.From the perspective of social governance,this study uses the methods of theoretical analysis,empirical testing,case analysis,and interview investigation to analyze the situation of community corrections in the Pingtan comprehensive experimental area,and affirmed that the Pingtan area has strengthened management,education and law enforcement supervision The results achieved by this measure.At the same time,it also objectively analyzes and points out the problems such as the status of the competent department,the information platform,inter-departmental cooperation,and social forces.These problems restrict the leap-forward development of Pingtan community correction work.On the basis of one-to-one correspondence and in-depth analysis of the cause of the problem,this study proposes to lay a solid foundation for development and strengthen job security;innovate correction carriers to promote scientific and technological correction;improve the system and mechanism,strengthen departmental coordination;give play to social forces and consolidate the joint force The specific countermeasures in four aspects are intended to provide a reference path for the local government to improve the standardization,scientization,socialization,and intelligence of community corrections and promote the construction of a new pattern of social governance.
