| Stationed supervision is an important part of the supervision system of the party and the state,which plays an irreplaceable role in furthering the construction of the Party’s clean government and the fight against corruption.After the reform of the national supervision system,the stationed discipline inspection and supervision organizations have been given a greater mission,but due to the expansion of the scope of supervision,the increase of supervision matters and supervision objects,the problem of superficial and less precise supervision has emerged in practice.This paper conducts a case study of the disciplinary inspection agencies in Y County.By investigating the overall setup,operation mechanism,and main practices of the discipline inspection and supervision agencies stationed in Y County,it is found that there are some problems such as weak supervision will,antiquated supervision idea and ineffective supervision.Further in-depth analysis of the deep reasons: the phenomenon of "marginalization" of stationed cadres,resulting in a lack of willingness to supervise;a lack of all-round professional knowledge,resulting in insufficient supervisory capacity;insufficient supervisory staff and limited attention,resulting in ineffective supervision.Finally,it is proposed that supervision should be stimulated by work assessment and cadres’ needs,supervision capacity should be enhanced by cadres’ access and training,and supervision attention should be protected by functional positioning and working together,so as to achieve the precise supervision by the stationed agencies. |
