In recent years,the discipline inspection and supervision system at the central,provincial,municipal and county levels have made a lot of practice and exploration in promoting the full coverage of stationed supervision.The stationed supervision has also played an important role as "outpost" and "probe" in realizing the "four forms" of supervision and discipline enforcement and focusing on the early and small ones,and achieved initial results.However,because of the big difference between accredited institutions at the county level for personnel and financial guarantee,personnel quality,etc with the,provincial,municipal commission for discipline inspection,the county level commission for discipline inspection supervisor appointed ambassador to disciplinary has not achieved its role.The county level has great potential to dig through arranging system,perfecting the system,optimizing the process.It is vital to analyze and study the management system of discipline inspection and supervision agency,to grasp the characteristics and laws,to clarify the actual situation and problems,to find out the factors affecting the supervision effect,and to solve them in a targeted way.In this way,it is possible to improve the supervision performance of the discipline inspection commission,strengthen the construction of Party style and clean government,and enhance the ruling ability of the CPC.By conducting surveys and field observations of Yan Jiang district commission for discipline inspection in supervision I hope to identify the problems in the system construction,configuration,civil servants construction,supervision,and so on.By establishing the index system of problem diagnosis,the problems in the system,personnel and mechanism of the commission for Discipline Inspection in Yanjiang District were found.In view of the existing problems in the system,this paper analyzes the reasons by using the administrative supervision theory and the system reform theory,and finds that the reasons of the system problems lie in the lack of independence and authority of the accredited institutions and the unsatisfactory relationship between the accredited institutions and the supervised units.Some countermeasures and suggestions are put forward to enhance the independence and authority of the accredited institutions and rationalize the working relationship between the accredited institutions and all parties.The paper puts forward countermeasures and suggestions for strengthen the integration and use of personnel exploring professional training channels and building high-quality discipline inspection and supervision teams.In this paper,some countermeasures and suggestions are made to formulate working rules and assessment methods and optimize the promotion mechanism.This paper aims to find and solve the problems existing in accredited supervision in a targeted way,and put forward suggestions to improve the effectiveness of accredited supervision,so as to provide reference for other county-level discipline inspection commissions to play the role of accredited supervision,and provide wisdom for deepening the reform of accredited institutions. |
