| As an important part of the CPC’s supervision system and anti-corruption system,the stationed discipline inspection system has distinctive characteristics of the times.2018 reform of the monitoring system,with the continuous and in-depth promotion of anti-corruption work,stationed discipline inspection teams the authority of inspection teams "sent" has been significantly enhanced,and the advantages of "stationed" have been further brought into play.At present,stationed supervision has become an important means of internal supervision,together with disciplinary supervision,supervisory supervision and inspection supervision.The main responsibility of the stationed agencies is supervision,which is mainly to supervise the exercise of public power by the majority of party members and public officials.Over the past few years,the stationed agencies have made certain achievements in the supervision work,and have standardized the operation of the power of the grass-roots supervision units.However,due to the shortcomings in the management and operation of the stationed agencies,the stationed agencies and the stationed agencies themselves,the mechanism of departmental coordination and linkage is inadequate,and the role of the people in external supervision is not obvious.Therefore,there are still some weaknesses and deficiencies in the supervision work of the local stationed discipline inspection and supervision teams,created a supervisory quandary.This thesis discusses the importance of the supervision work of the grass-roots stationed institutions from the background of the reform of the state organs,the reform of the supervisory system and the struggle against corruption.Based on the working practice of H District in Tianjin City,by introducing the basic situation of the discipline inspection and supervision bodies in this district and the results achieved in the supervision work,and the monitoring functions of the stationed agencies,the transformation of the relationship with the supervised units and the cooperation with other departments,etc.,through interview,questionnaire analysis and quantitative analysis,according to the diversity of supervision subject,taking different power subject as thinking,this thesis discusses the supervision dilemma of stationed agencies from the aspects of stationed agencies,stationed units,stationed agencies,coordinated interaction between departments and external supervision,analyzes the reasons one by one,and probes into the restrictive factors.Based on the different forms of supervision dilemma caused by different power subjects,from the point of view of the discipline inspection and supervision institutions,this thesis puts forward the suggestions of "defining their own responsibilities,perfecting the supervision operation mechanism,constructing various modes conducive to comprehensive supervision,and improving their performance ability".From the point of view of the resident unit,this thesis puts forward the suggestions of "strengthening the recognition of supervision","standardizing the power operation mechanism","enhancing the staff’s awareness of compliance and discipline" and "building an organization system conducive to supervision".On the management guarantee of the Commission for Discipline Inspection,it puts forward the suggestions of "paying enough attention to the supervision work ideologically","paying attention to the way and effect of business training" and "strengthening the management and care of cadres".At the same time,external supervision should be strengthened by improving the people’s accusation system,strengthening public opinion supervision,and giving full play to the role of special inspectors,which will do a little bit to consolidate the achievements of the reform of discipline inspection and supervision system. |
