Influencing Factors Of Engineering Change Of County Government Investment Projects And Its Governance

At present,China’s economic development is facing the triple pressure of shrinking demand,supply shock and weakening expectation.In response to the adverse situation,the general office of the CPC Central Committee and the general office of the State Council issued the opinions on promoting the construction of urbanization with the county as an important carrier.The infrastructure construction led by government investment is an important starting point for the urbanization of the county.As a common problem in the implementation of government investment projects,engineering change challenges the rigid constraints of investment budget and reduces the performance of financial expenditure,which is incompatible with the era background of emphasizing quality and efficiency improvement.On the one hand,the grass-roots county-level government is the main battlefield of China’s urbanization construction.On the other hand,the urban energy level is relatively weak,and the rules and regulations and talent team are not dominant in all aspects.Therefore,it is very helpful to study the influencing factors of engineering change and optimize the governance of government investment projects to improve the ruling level of the government.Firstly,through literature review,this paper combs the research results of engineering change at home and abroad,then studies the practical status of engineering change,analyzes the impact of engineering change on government investment projects,and then puts forward the complexity of influencing factors of engineering change.We must analyze the source of influencing factors of engineering change according to practical data.Then,combined with the literature,the paper traces the causes of 120 engineering changes of 55 projects in Wuwei City,and obtains the secondary influencing factors;The secondary influencing factors are summarized into four primary influencing factors from the perspectives of project implementation stage,subjective and objective,and participants.Then,based on the single-layer analysis,the paper makes a quantitative analysis of the overall factors,and then makes a hierarchical analysis on the basis of the single-layer analysis,and then makes a more consistent analysis on the overall factors,so as to obtain the influence matrix of the single-layer analysis,and then make a quantitative analysis on the overall factors.Finally,the paper puts forward the governance countermeasures from the system engineering research approach of public management.Construct the power and interest matrix of government investment projects,and put forward the demands of stakeholders in the preliminary work;Establish a cross departmental collaborative governance mechanism,build consensus,implement the project legal person,and improve the efficiency of the employer;From the perspective of moral hazard,it is proposed to calculate the indirect cost of engineering change and determine the responsibility sharing mechanism to eliminate the opportunistic behavior of agents;The paper also discusses the introduction of BIM Technology and assembly strategy from the application mode of the improved system,and changes from the design mode and construction mode.
