"The Fourteenth Five-Year Plan for the National Economic and Social Development of the People’s Republic of China and the Outline of Long-Term Goals for 2035" proposes to“deepen the Internet Plus Government Services initiative,enhance the functions of a full-process integrated online service platform,and enhance cross-departmental collaboration governance capability” is an important part of promoting the modernization of government governance.However,the fragmentation in the construction and operation of the current government service integration platform has affected the cross-departmental collaborative efficiency of government services.In order to achieve the holistic governance of the government service platform,it is necessary to explore the influencing factors and the mechanism of the cross-departmental collaboration of the One Stop Administration Services.Starting from the holistic governance theory and the synergy theory,this article comprehensively uses literature research,policy text analysis,interview method,grounded theory,and interpretative structural modeling method to explore and analyze the influencing factors and interactions mechanism of “One Stop Administration Services” collaboration efficiency,and put forward targeted suggestions for further improving the collaboration efficiency.First,through the review of holistic governance theory and synergy theory,analyze its theoretical applicability in cross-departmental collaboration research of " One Stop Administration Services" and establish synergy optimization standards and influencing factors mechanism analysis framework based on this,and combine it with the relevant policy texts of the “One Stop Administration Services” clarify the research scope of factors related to inter-departmental collaboration.Secondly,using ground theory analysis method,the influencing factors of the cross-departmental collaboration of the " One Stop Administration Services " are identified,and summarized into six parts: collaboration situation,collaboration goal,collaboration technology,collaboration willingness,collaboration structure,and collaboration management.Thirdly,construct interpretative structural models,and analyze the mechanism of each influencing factor in the system based on the models.The results show that under the input of the collaboration situation,the collaboration goal is the deep factor that affects the cross-departmental collaboration of the "One Stop Administration Services".collaboration technology is the core factor.Collaboration management,collaboration willingness,and collaboration structure together form a strong connection loop,which directly affects the efficiency of collaboration.Finally,according to the aforementioned analysis,it is proposed to improve the cross-departmental collaboration of the “One Stop Administration Services” from the aspects of optimizing the collaboration situation,strengthening the collaboration goal,enhancing the collaboration technology,enhancing the collaboration willingness,optimizing the collaboration structure,and strengthening the collaboration management.In a word,through the identification of the main factors of the government’s inter departmental collaborative effectiveness,and the systematic study of the interaction between these factors,we can reveal the mechanism of the influencing factors of the government’s inter departmental collaborative effectiveness of "One Stop Administration Services",and provide a reference for effectively improving the government’s inter departmental collaborative effectiveness and promoting the "One Stop Administration Services".
