Since the beginning of the 21st century,international,domestic and regional hotspot issues have kept emerging,and the international and domestic situations have become increasingly complex and volatile.An increasing number of "black swan" and "gray rhinoceros" incidents have presented governments all over the world with many new problems in public management that have never existed before.The changes in public opinion environment caused by the development of information technology also put forward more three-dimensional requirements on the government.Public affairs management presents the characteristics of trans-boundary and interconnection,risks and emergencies,posing a huge challenge to the government’s public management ability.At the end of 2019,the novel coronavirus pneumonia epidemic swept across the country rapidly.Since the founding of the People’s Republic of China,it has become a major public health emergency with the fastest spreading speed,the most widespread infection and the most difficult prevention and control.After three years of hard fighting,the epidemic prevention and control has been transformed into a normal stage.In this process,the cooperation between different departments and levels of the grass-roots government,as well as between the society and the government,has played a particularly prominent role in the effective prevention and control of COVID-19 and its periodic victory.At the level of public opinion guidance and control,as well as the support of technical elements,a relatively mature government-led,cross-departmental,cross-level and multi-participation collaborative system for epidemic prevention and control has been basically formed.However,some problems have also been exposed.Based on the theory of collaborative governance,this paper refers to the cross-departmental collaborative governance framework proposed by various previous studies,combines the practice of normal epidemic prevention and control,takes F County’s normal epidemic prevention and control system as an example,and analyzes the cross-departmental collaborative governance mechanism in the process of grassroots epidemic prevention and control.To sum up the shortcomings and existing problems of cross-departmental coordination between grass-roots governments in the prevention and control of COVID-19,such as the unclear division of responsibilities,the lack of timely and effective resource coordination,and the gap in understanding and implementation of policies,try to conduct in-depth analysis on the causes of the problems and deficiencies of cross-departmental coordination between grass-roots governments from the perspectives of mechanism,motivation and ability.Starting from how to coordinate the established goals of daily governance affairs and social governance goals of coping with emergencies,this paper proposes that under the current social state of complexity,long-term nature and uncertainty,the government can continuously improve the governance structure,improve the incentive supervision mechanism and improve the information sharing platform.We should improve institutional safeguards and capacity building to further optimize the mechanism of collaborative governance and enhance its effectiveness,reduce the impact of public emergencies such as the epidemic on citizens and society,make the national governance system more systematic,holistic and coordinated,and actively and effectively respond to the highly complex and uncertain epidemic.It also provides a more accurate and effective normal collaborative governance path for increasingly complex social public problems.
