| The most terrible thing about a disaster in the world is not knowing how a disaster formed,it has already happened.Management efficiency evaluation provides a good tool for emergency management to explore the causes of public emergencies.Since entering the risk society,with the change of natural environment and the improvement of inter-regional dependence,the characteristics of cross-region,correlation and superposition of public emergencies have become increasingly obvious.Therefore,promoting cross-department emergency coordination has become the primary choice of emergency management.How to improve the effectiveness of cross-department collaborative governance of public emergencies has become an important issue in emergency management and even public management research.However,existing studies have identified some factors of the cross-departmental collaborative governance of public emergencies,but most of them focus on the independent net effect of independent variables on dependent variables,and to some extent ignore the linkage and matching effect of influencing factors and the multi-path exploration of the effectiveness improvement of cross-departmental collaborative governance.Moreover,there are few studies on diachronic analysis of cross-department synergistic efficiency improvement path based on time development and comparative analysis of cross-department efficiency improvement path based on different types of public emergencies.Therefore,based on the synergy theory and resource dependence theory,referring to the cross-department synergy governance framework proposed in previous studies,and combining with the characteristics and practice of China’s emergency management,this study constructs an analysis framework covering three dimensions,namely the prerequisite dimension,the emergency structure dimension and the emergency process dimension,and seven antecedent factors.Fuzzy set qualitative comparative analysis(FS /QCA)was used to study the factors and improvement paths of cross-department coordination efficiency in public emergencies.First,we conducted a configuration analysis of public emergencies(42 cases)to reveal the conditional configuration and causal mechanism leading to the high level of cross-department synergistic efficiency in public emergencies.Secondly,diachronic analysis is made on the driving paths of cross-department synergistic efficiency improvement in the whole case sample,and the differences of driving paths of cross-department synergistic efficiency improvement of public emergencies and the trend changes of cross-department synergistic efficiency improvement paths are discussed under different development backgrounds at different times.Finally,on the basis of the above,the driving path of cross-department efficiency improvement of single event category is compared and analyzed,and the differences of driving path of cross-department efficiency improvement of different event categories are discussed.The results show that :(1)Joint commitment(interdepartmental emergency cooperation),coordination scale(media timely linkage report or citizens active participation)and emergency structure(superior authority involvement)are the necessary conditions to achieve high level of cross-departmental coordination effectiveness of public emergencies.(2)Through the configuration of whole category of case analysis,this study to identify three types of promoting public emergency fitment scheme of cross-sectoral coordination performance,namely the explanation of "Structure-Process" factors driving path,the explanation of "Environment-Structure" factors driving path and the explanation of "multidimensional factors interaction " factors drive path.(3)Under the background of different time,there are significant differences in the driving paths to promote the improvement of cross-department coordination efficiency of public emergencies,showing a trend of transformation from "environment-process" driving path and "structure-process" driving path in the early stage to "structure" driving path.(4)For different types of public emergencies,the driving paths for the improvement of cross-department synergistic efficiency of public emergencies are also different,but they are consistent with the driving paths for the improvement of cross-department synergistic efficiency of all types of emergencies in general direction.In order to establish a holistic understanding of the influencing factors of cross-department emergency coordination and provide beneficial enlightenment for the improvement of cross-department coordination efficiency of different types of public emergencies,the following six suggestions are given.That is,first of all,give full play to the overall role of superior authority.Secondly,standardize the cross-department emergency coordinated operation system.Thirdly,build a "one-point three-level" public opinion sharing mechanism and promote media linkage.Fourthly,strengthen the integration and matching of the prerequisite dimension,emergency structure dimension and emergency process dimension.Fifthly,according to the nature and evolution of public emergencies,appropriate countermeasures should be selected.Sixth,the government or departments should choose appropriate and efficient measures to deal with public emergencies from multiple equivalent measures to improve cross-departmental coordination efficiency according to their own resource endowments. |
