| With the wide application of Internet information technology in the public sector,the content and mode of government services are increasingly showing innovative development combined with emerging technologies.It has become a general consensus of all countries to provide integrated and seamless online services.From the practical situation,while the promotion of online government services has achieved certain results,it still faces difficulties such as departmentalism and information resource isolation.The optimization of inter-departmental collaboration mechanism has become one of the breakthroughs to improve the public service supply capacity in the era of "Internet plus".In order to find an effective way to solve the dilemma of departmental collaboration in online government service and give greater play to the public efficiency of online service,the influencing factors of inter-departmental collaboration in online government service are selected as the research object.On the basis of literature review of the background,current situation and influencing factors of inter-departmental government collaboration in online government services,this study explores the logical coupling between the above theories,online government services and interdepartmental government collaboration from the core connotation and evolution of collaborative governance theory and digital era governance theory.In this way,an analysis model of influencing factors and paths of government inter-departmental collaboration in online government service is established,and research hypotheses are proposed.Social network analysis method,questionnaire survey method,path analysis method and other research methods are used to achieve empirical analysis of influencing factors and paths.Finally,in order to verify the scientificity,rationality and feasibility of data analysis results and theoretical framework,and to summarize practical experience with certain promotion significance,relevant government departments involved in online government service collaboration business in H City,Zhejiang Province were selected for case analysis.The research finds that the effect of government inter-departmental collaboration in online government services includes public value,multi-order effect,reassessment and recovery ability,and the collaborative effect is affected by five factors including initial conditions,operation process,collaborative structure,constraint conditions and technological basis.Moreover,the operation process of inter-departmental collaboration is also positively influenced by initial conditions,collaborative structure and constraint conditions.In the future online government service,the government should improve the initial collaborative environment,optimize the collaborative operation process,reshape the collaborative structure system,eliminate the collaborative constraints,and strengthen the collaborative technical basis.Based on collaborative governance theory and digital era governance theory,this study explores the influencing factors and paths of inter-departmental collaboration in online government services,providing decision-making basis and practical guidance for promoting the construction of holistic,service-oriented and intelligent government. |
