Digital government is an important practice of network strategy.Since the 18 th CPC National Congress,digital government construction got appeared continuously,governments at all levels accelerated system construction and centralized data sharing and application,"run once at most","Integrated Online Platform","One Network Over","One Network Collaboration" innovation practice constantly emerging.Digital sharing has played an important role in the prevention and control of COVID-19,but problems such as data barriers and data security still exist,and there is still a big gap between the level of digitalization of government governance and the requirements for modernization of national governance.Guidelines of The State Council on Strengthening the Construction of a Digital Government point out that the requirements in accordance with the law and the rules to promote efficient data sharing and orderly development and utilization,fully release the value of the data elements,and ensure personal information security,therefore,combined with the digital government background,the research of data sharing mechanism has important practical significance.At present,the research and application of government data sharing have the following characteristics: First,the research mainly focuses on the influencing factors of data sharing,is limited to the background of special regional cases,which lacks the support of theoretical models.Second,the analysis model is from a macro perspective,and there is no quantitative research on the internal factors of the model,so the correlation between factors is unclear.Third,some scholars have tried to study the mechanism of government data sharing,but mainly based on the centralized data sharing mode.From the practice,the centralized data sharing has not achieved the expected effect.In view of the above realistic background and theoretical gap,literature analysis and theoretical review are carried out.Based on the relevant theories of cross-departmental collaboration,from the perspective of cross-departmental collaboration of government data sharing,the cross-departmental collaborative sharing of government data is studied by combining theory and empirical research.Specifically,firstly,Gazley’s cross-department coordination theory framework as the basic principle,referring to the basic links and processes of Bryson,Ansell and other models,and combined with the characteristics of data sharing involving technology and security,a dual-cycle structure model of government data sharing was constructed.Secondly,the validity of the dual-cycle structure model: First,based on the constructed dual-cycle structure model and relevant literature,the influencing factors of government data sharing are extracted.According to the classification of western inland areas and eastern coastal areas,a questionnaire survey is conducted in major cities,and 500 valid questionnaires are used as sample data to establish a structural equation model.To measure the correlation among the factors of synergy dynamics,synergy conditions,synergy process and synergy effect in the dual-cycle structure model.Secondly,based on the extracted influencing factors of government data sharing and questionnaire data,an improved TOPSIS model and K-means algorithm based on grey correlation coefficient were established to rank the influencing factors.Thirdly,based on the dual-cycle structure model and validity test results,three operational mechanisms of local government data sharing are designed,and around the decentralized data sharing mode: First,based on the discussion of digital government construction cases in G province,a weakly centralized platform organization and management mechanism is proposed,weakened the power of big data administration.Second,based on the blockchain and smart contract technology,taking the government policy declaration of G district as an example,the government data sharing alliance chain is constructed around the weakly centralized platform organization,and the collaborative process model of data decentralized sharing Gov-DSM is proposed to realize data tracking and management and automatic execution of data decentralized sharing.Third,based on the government community network formed by the weak central platform organization,a local community privacy protection algorithm DDPLA model based on structural similarity is established to achieve the balance between the security and availability of personal privacy data in the data decentralized sharing mode,and the government data of G district is used to complete the model comparison simulation experiment.The main innovations of this dissertation are as follows: First,from the perspective of cross-departmental collaboration,considering the characteristics of data sharing involving technology and security,a dual-cycle structure model of government data sharing is proposed.At the same time,the validity of the model is tested,and the correlation and interaction between the elements of the model are revealed.Second,based on blockchain and smart contract technology,the government data sharing alliance chain is constructed,and a lightweight government data decentralized sharing collaborative process model Gov-DSM is proposed,which realizes the traceability of data sharing process and the controllability.Compared with the traditional centralized data sharing model,the system has higher fault tolerance.It avoids the problems of repetitive database construction and traditional database concurrency limitation.Thirdly,for the specific sensitivity of personal data in government data sharing,a local community privacy protection algorithm DDPLA model based on structural similarity is proposed.According to the importance of nodes and communities,a dynamic differential privacy budget is designed to balance the security and availability of data in decentralized data sharing mode.It solves the problems of high loss of network availability and high cost of implementation of traditional algorithms.Fourthly,puts forward three realization paths of the government data sharing,based on the proposed path and distributed sharing model,designed three lightweight data sharing mechanism,which reduces the implementation cost of government data sharing.
