Digital Government,regional Innovation Capability And Upgrading Of Industrial Structure

At present,the economy of China has changed from a high-speed growth stage to a high-quality development stage,which puts forward higher requirements for the upgrading of China’s industrial structure.At the same time,the construction of digital government in China has achieved remarkable results.As a key way to realize the modernization of national governance system and capability,digital government provides an important platform support for the upgrading of China’s industrial structure,and the continuous promotion of innovation driven development strategy has also brought an inexhaustible driving force for the upgrading of industrial structure.In this context,the study of the impact of digital government and regional innovation capability on the upgrading of industrial structure plays a positive role in the high-quality development of China’s economy in the new era.Based on digital governance theory,regional innovation system theory and industrial structure evolution theory,this paper establishes an analytical framework to analyze the relationship among digital government,regional innovation capability and industrial structure upgrading.A multi-dimensional index evaluation system is established to evaluate the digital government development index and regional innovation capability of 31 provinces and autonomous regions.The paper constructs panel quantile regression model and mediating effect model to empirically test the relationship between digital government,regional innovation ability and industrial structure upgrading in the whole country and the eastern,central and western regions.The main conclusions are as follows:(1)At the national level,digital government promotes the optimization of industrial structure and the development of high-tech industry,and restrains the rationalization of industrial structure.At the regional level,the digital government of the eastern region promotes the development of high-tech industry and restrains the rationalization of industrial structure,and the digital government of the western region promotes the optimization of industrial structure and the development of high-tech industry,and it is not significant in the central region.(2)The results of the mediating effect test show that: At the national level,regional innovation capacity has a partial mediating effect in the influence of digital government on the development of high-tech industry,and a partial masking effect in the influence of digital government on the optimization of industrial structure,and it is not significant to the rationalization of industrial structure.At the regional level,the innovation capacity of the eastern region has a partial mediating effect in the influence of digital government on the rationalization of industrial structure and the development of high-tech industry,but not on the optimization of industrial structure.The mediating effect of regional innovation capability is not significant in the western and central regions.(3)At the national level,the role of digital government in promoting the development of high-tech industry is increasing with the increase of quantile points,while the impact of digital government on the rationalization of industrial structure is changing from promoting to restraining with the increase of quantile points.(4)The construction of digital government in China continues to advance,in which the level of digital government in the eastern region is higher than that in the central and western regions,and the gap is still widening.Then,based on the conclusion of the study,this paper puts forward corresponding policy recommendations: First,strengthen top-level design and infrastructure construction,comprehensively promote the construction of digital government.Second,strengthen regional collaborative innovation and accelerate the construction of modern industrial system driven by innovation.Third,strengthen multi-factor input and promote the coordinated development of regional industrial structure.
