| As agriculture has become the foundation of the country,managing the rural society with good governance and development is the "ballast stone" for creating a new situation of rural development in China.Effective rural governance not only directly affects realization of comprehensive rural revitalization in the new era,but also relates to the overall promotion of modernization of the national governance system and capacity.The fundamental starting point and goal of rural governance are to resolve the problems that restrict rural development,better maximize interests of farmers,and meet their desire for a happy life.The development goal of modernization of rural governance has long-term and strategic characteristics,which will involve the coordinated development of the rural society in all aspects.Therefore,multi-subjects need to work together to achieve this goal.The research on modernization of rural governance under the pattern of multi-governance takes a main subject of governance as a breakthrough point,focuses on the new situation of rural governance gradually perfected by multi-governance,and applies research methods such as a literature research method and a historical analysis method.When defining relevant concepts,this paper also conducts an in-depth study on the theories about governance proposed by classic Marxist writers,the theories about rural governance proposed by the leadership of the Communist Party of China,the governance ideas contained in the excellent traditional Chinese culture,and the theories about modern governance in the west.It then reviews the historical evolution of rural governance since the founding of the People’s Republic of China,and analyses the development of governance subjects and the achievement of governance goals at each stage,so as to make the development trend of rural governance clear.With reference to the present situation in the process of promoting modernization of rural governance,the main subject of governance is used as a framework for analysis,to explore multidimensional dilemmas such as deviations in the implementation of the functions of the township government,partial imbalance in the relationship between the village Party branch and the village committee,the difficulty of developing rural social organizations,the self-interest tendency of villagers’ participation,unevenness of the regulation on new rural talents,and the insufficient cultivation of rural social organizations.This paper analyses factors that restrict the modernization process of rural governance in the light of the practical dilemmas,and summarizes the causes of the dilemmas from the following four aspects: the governance system,the governance guarantee,the main subject of governance,and the governance environment,where the causes are respectively the negative influence of the pressurized system,the lagging construction of the legal system,the lack of awareness of the main body of governance,and the insufficient supply of rural culture.Finally,as far as the main problems and the causes are concerned,the following suggestions for optimization are put forward on the premise of clarifying the objectives of modernization of rural governance.By giving full play to the leading role of the township government,actively promoting the construction of the governance capacity of the village Party branch and the village committee,continuously strengthening rural social organizations,comprehensively improving the level of villagers’ self-governance,and reasonably guiding the healthy growth of new rural talents,it is intended to build a practical path to promote modernization of rural governance through multi-governance,so as to accelerate the formation of a governance pattern of co-construction,co-management and sharing and realize the goal of good governance in rural governance.The author hopes to use the research results to provide some reference for the government to improve the related polices of modernization of rural governance. |
