Research On Modernization Of Rural Governance In Yuli County,Xinjiang

Promoting the modernization of the country’s governance system and governance capabilities is the first time that the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China clearly proposed important content in November 2013.Rural governance is an important content and part of national governance.The degree of rural modernization affects the process of national governance modernization.With the continuous development and advancement of the new urbanization,the social productivity in rural areas has made considerable progress.New changes such as the popularization of basic education,the improvement of the quality of farmers,the increase of rural population mobility,the development and changes of rural population structure and social structure,etc.Promote the realization of rural governance from traditional to modern,from ‘unity’ to ‘diversity’.To realize the modernization of rural governance,we must deeply understand the development and transformation of rural society,accurately discover new dilemmas in rural governance,comprehensively analyze the causes of problems,and seek specific solutions.Based on the current status of rural social development and the overall situation of rural governance in Yuli County,Xinjiang,this research adopts methods such as investigation,case analysis,and literature review to objectively analyze the current problems in rural governance from different angles,and explore solutions and methods in order to explore Create a road to modernization of rural governance that is suitable for the current national conditions.The article first analyzes the research background,significance,methods,domestic and foreign research,innovations and shortcomings;secondly,it explains the concepts of governance,rural governance,and rural governance modernization;third,through combing the ‘Fengqiao Experience’of Shaoxing,Zhejiang,Typical cases at home and abroad,such as the ‘New Village Movement’ in South Korea,draw on the experience of rural governance.Fourth,integrate theory with practice and analyze the current development status and problems of rural governance in Yuli County,Xinjiang.The first is to summarize the current useful attempts in the modernization process of rural governance in Yuli County:implement rural governance system reforms,carry out rural governance organizational system construction,improve rural grassroots governance methods,and explore effective carriers of ‘three governances in one’rural governance.The second is to explain and analyze the problems faced by rural governance: there is an offside phenomenon in the performance of the functions of the township government,the governance capacity of village-level organizations is insufficient,the participation of civil society organizations in governance is low,and farmers do not actively participate in village-level governance.Finally,propose methods and measures from four aspects to explore effective ways to promote the modernization of rural governance in Yuli County:clarify the functional positioning and realize the modern transformation of township governments;reshape the ‘village governance’ and improve the village governance capabilities of the ‘two committees’ of the village;Stimulate the organizational vitality of social organizations;strengthen interest linkages and highlight the main status of farmers.
