Study On The Transformation Of Rural Governance Structure In The Perspective Of The State Governance Modernization

From the perspective of national governance modernization,the attributes of rural governance are dual.On the one hand,rural governance is the foundation of national governance,supporting the overall operation of the national governance system;on the other hand,rural governance is the application of its governance ability by various governance subjects.It is a series of governance activities aimed at the realization of good governance.This series of activities means that the main body of rural governance will form various relationships around its own power,responsibility and ability,the formation of this relationship is the structure of rural governance.From the perspective of historical development,the rural governance structure is constantly changing and evolving,which is influenced by many factors,so it presents the unique evolution characteristics of Chinese characteristics;starting from the new governance standard put forward in the theory of modernization of national governance,the rural governance structure has always taken the pursuit of modernity as the development goal,showing the institutionalized development of the power operation of the main body of rural governance,the coordinated development of roles and responsibilities,and the transformation characteristics of power and ability in line with each other,this means that the evolution of rural governance structure from development to the realization of modern transformation is an inevitable trend.The governance standard proposed by the modernization of national governance promotes the modern transformation of rural governance structure,meanwhile,the disadvantages exposed by the traditional governance structure of "village and township government co-governance" also indicate that the modern transformation of rural governance is imperative.The specific research object is selected to carry out limited research,but also to make the research problems more specific on the basis of limited research,so that the research ideas are more clear and clear.Therefore,this paper selects M village in Gansu Province as a case study,through the interview method as an empirical research method to explore the overall situation of the rural governance structure of M village,and analyzes the difficulties and challenges faced by the traditional governance structure of " village and township government co-governance" from it,the outstanding difficulties are manifested in the obvious tendency of the township government to unify and dominate,the imbalance of the role and responsibility of the villagers’ autonomous committee and the unbalanced development of the power and ability of the village party branch.There is no doubt that in the view of the national governance modernization,facing the challenge of governance,the transformation of the traditional rural governance structure is imminent.In line with the trend of market-oriented development and farmers’ growing demand for a better life,this can undoubtedly inject new impetus into the transformation of the governance structure.However,excessive emphasis on diversified development may lead to rural disorder and inefficient governance.Therefore,the idea of macro-transformation is to ensure that the rural governance structure can complete the transformation in a reasonable range and in the right direction,and to avoid the rural areas falling into the disorder caused by excessive diversification.It is clear that it is to promote the modernization of the governance system of the township government on the basis of reshaping the township government and the modernization of the governance ability of the pluralistic subjects of rural governance on the basis of reshaping the village governance.The arrangement of the overall logical thinking is not enough to promote the transformation of the rural governance structure,supplemented by the specific transformation path to better cooperate with the transformation thinking arrangement,thus injecting a strong joint force into the transformation of the rural governance structure.In a word,the modern transformation of rural governance structure is not a day,after the transformation is not once and for all,it is necessary to constantly examine the operational effect of the rural governance structure in accordance with the requirements of the times and governance standards put forward by the modernization of national governance,and constantly carry out changes and transformation so that the rural governance structure can continue to exert its efforts on the road of achieving good rural governance.
