| As a multi-ethnic border province in southwestern China with a long border and many neighboring countries,retired soldiers in Yunnan Province play an important role in rural revitalization areas such as grassroots governance,strengthening border defense,and industrial development.However,in the process of Yunnan’s retired soldiers participating in consolidating the achievements of poverty alleviation and comprehensively promoting rural revitalization,it was found that there are problems such as weak policy support,severe talent loss,low welfare benefits,limited development prospects,and scarce social resources,which greatly affect the role of retired soldiers.There is a polarization phenomenon between government departments’ "high attention" and retired soldiers’ "low responsiveness".Based on this,this article takes the participation of retired soldiers in rural revitalization in Yunnan as the research object from the perspective of multi center theory.During the research process,relevant materials related to the participation of retired soldiers in rural revitalization were consulted.Based on the fact that retired soldiers are distributed in multiple fields and industries,and are subject to multiple management and service guarantees from multiple departments,the perspective of multi center governance theory was selected and feasibility studies were conducted to determine the research logic,methods,and content,By means of literature research,questionnaire survey,research interview,comparative analysis and other methods,on the basis of qualitative research and quantitative analysis,we objectively and comprehensively sort out the status quo and find that the ex servicemen’s participation in rural revitalization is not enough and lacks joint force.Therefore,this article adopts the method of multi center governance theory to identify the existing problems from four dimensions: government level,social level,market level,and individual level of retired soldiers,analyze the reasons,and propose solutions.Firstly,strengthen the collaborative governance mechanism,secondly,improve the ability and quality of retired soldiers,thirdly,broaden the development path of retired soldiers,fourthly,improve the rural environment to attract social capital,and fifthly,improve and improve the service guarantee mechanism,To provide more policy and practical support for retired soldiers in Yunnan Province to comprehensively promote rural revitalization in grassroots governance,provide more and better Yunnan samples,reflect ethnic characteristics,and construct border paradigms. |
