Study On Attention Measurement And Allocation Change Of Sports Government In China

In recent years,The State Council has issued a number of policies and documents to promote the development of the sports cause,providing an important institutional and resource guarantee for China’s sports cause.At present,the central government attaches great importance to the development of sports.Do the provincial governments have a positive response and relevant work arrangements?Therefore,this paper takes the work report of provincial local governments in China from 2009 to 2021 as the research object,calculates the frequency of the development of sports undertakings,and discusses the attention and allocation of China’s sports resources in provincial governments.This paper focuses on the following four parts:The first part: expounds the research background,significance and purpose,explains the concept of managers’ attention,resource allocation and sports undertakings,introduces the research problems,clarifies the research ideas,and provides the theoretical basis for this paper.The second part: review the research of scholars’ attention to management at home and abroad,and find that most of them focus on public management and enterprises,and the scope of domestic research is also limited.In recent years,scholars have combined the government work report with management attention,analyzing the bias of government attention and the changes of resource allocation.Therefore,this paper combines the attention of managers,resource allocation and sports,so as to understand the attention of Chinese provincial governments to sports.The third part: qualitative analysis software NVivo12.0 as the research tool,using the root theory of coding text,to "sports","sports","Olympic" and "fitness" word frequency for coding content,management attention and government decision theory,in 2009-202131 provinces(autonomous regions)403 content of the government work report.The number and density related to the sports field directly reflect the government’s attention.The fourth part: From the perspective of the timeline,the attention of provincial governments to sports is volatile.In the first six years,the attention has been declining rapidly,and in the following years,it has increased in volatility.From the perspective of regional axis,it is found that there are large regional differences,and the economically developed eastern regions obviously pay more attention to the development of sports than the central and western regions.The eastern region is mainly concentrated in Beijing,Shanghai,Guangdong and Hebei provinces,the central region is mainly concentrated in Anhui and Heilongjiang provinces,and the western region is mainly concentrated in Sichuan and Chongqing provinces.From the perspective of commonality,most regional governments mainly focus on competitive sports and mass sports,while they pay weak attention to school sports and traditional ethnic sports.From the perspective of difference,local and district governments have different characteristics in the attention and resource allocation of competitive sports,mass sports,school sports and ethnic traditional sports,and most of the influencing factors are geographical location,economic conditions and traditional concepts.In the construction of strong sports provinces(cities,autonomous regions),the enthusiasm of different regions is greatly different,which is basically in line with the attention difference of provincial governments to sports undertakings.Although the 31 provincial governments pay different attention to sports undertakings.However,in the long run,under the context of the Outline for Building a Sports Power issued by the State Council and building itself into a modern socialist sports power in 2050,the attention of local governments will gradually turn to the development of sports to help the realization of the sports power.In addition,there is the problem of repeated statements in the local government work report for many years,which further reflects the possibility that the content may only say but not do and lack reasonable and scientific work planning,which will lead to the slow development of regional sports undertakings.In view of the problems reflected in the research,this paper proposes the following five suggestions: accurate allocation of sports attention resources according to the regional situation;implement the central policy,build a sports power,realize sustainable development;play the multiple value of mass sports,promote the coordinated development of mass sports;value the development of school sports,cultivate sports talents in the new era;strengthen the development of national traditional sports,and enhance the confidence of sports culture.
