At present,green development has become the basic requirement for the high-quality development of the country,as a systematic and complex issue,it is not only a core concern of the government,but also a new direction for improving the efficiency of government governance.Under the reality of complex information environment,government attention has become an insufficient resource,how to effectively allocate government attention is related to the implementation of the concept of green development and the internal mechanism of improving the efficiency of government governance.In recent years,"Government Attention",as a research highlight in the public management research fields,provides new research variables and theoretical perspectives for the discussion of government governance.Specifically,under the background of development requirements and practical constraints in the new era,how does government allocate attention in green development?What are the hierarchical differences?What are the reasons behind heterogeneity?These issues remain to be analysed.Based on the Attention-based View of the Firm and Rational Choice Institutionalism theory,this research constructs a "Situation-Institution-Motivation" analysis framework,and responds to the above problems by analyzing the hierarchical differences on government attention allocation in green development.This research selects the government of "CentralShandong Province-Jinan City-Lixia District" as a sample,and analyzes the content of"Vertical Level+Diachronic Changes" in the 4-level government work report from 2008 to 2022,then uses the grounded theory to construct the "Government Attention System in Green Development" containing five core categories,and finally analyzes the difference from the three aspects of attention intensity,orientation and breadth.The research results show that:Firstly,since green development has become one of the five major development concepts,the intensity of government attention is characterized by an increase with the decrease of government hierarchy;Secondly,within the green development issue space,the government shows different attention preferences,in the dimension of green production and green institution,the attention intensity of high-level governments is higher than that of other levels,on the contrary,in the dimensions of green ecology,green living and green culture,it is lower than that of middle-level and grassroots governments,in addition,in the dimension of green institution,provincial governments have the highest attention intensity,in the green culture dimension,municipal governments have the highest attention intensity,and in the green living dimension,county-level governments have the highest attention intensity;Thirdly,the level of government attention diversity and balance increases with the decrease of the government level,the lower the government level,the more fragmented the internal attention content of the issue,in addition,the attention span of provincial governments changes less over time,and they tend to focus their attention on individual issues.The temporal and spatial changes of government governance scenarios and the multiple attribute characteristics of green development issues will provide situational dynamics for the formation of differences,the existence of "Rigid and Soft Attention" of the government under the institutional structure and the actual tension formed by the uneven distribution of rights and responsibilities between governments impose institutional constraints on differences,based on the rational choice behavior made by government officials under the dual motivation of risk avoidance and governance innovation,it provides psychological causes for the generation of differences.In summary,situation,system and motivation are not independent of each other,but work together,and the coupling forms the difference in attention allocation between governments.To achieve a reasonable allocation of attention in green development,governments should still give full play to their own governance advantages,achieve"Flexibility",further realize benign interaction between governments,and further transform attention into action.In conclusion,based on the vertical inter-government relationship in the context of China,this research discusses the attention allocation logic of the government system in the green development of important issues,and hopes to provide policy enlightenment for the research of attention and how to achieve the improvement of governance efficiency from institutional advantages.
