Research On The Central Government’s Attention To Promoting Basic Public Services ——Content Analysis Based On The Work Report Of The Central Government From 1978 To 2021

Basic public services has always been the central government attaches great importance to the areas of policy.Since China’s Reform and Opening Up,it has been reformed many times.The basic public service policy has also realized the marketization and equalization of basic public services,and then entered the new development stage of basic public service standardization and promoting equalization with standardization.However,there is still a huge gap in the allocation of resources between various basic public services,and there is still a big contradiction with the people’s growing requirement for a better life.In this context,it is of great significance to re-examine the change process of the central government’s attention center for basic public services since the reform and opening up,and explore the policy reform of basic public services in the future.Based on the perspective of government attention,this paper objectively describes the central government’s attention intensity to basic public services and the transformation of governance focus,and finds the attention problems existing in the current basic public service policy field,so as to provide an effective reference for the central government to better promote the reform of basic public services.According to the method of attention distribution measurement,the main body of the article is divided into two aspects: attention intensity analysis and attention orientation analysis.Taking the central government work report from 1978 to 2021 as the research carrier,this paper analyzes the above two aspects by using the content analysis method and the quantitative statistics of NVivo software.The research conclusions are as follows: first,based on the analysis of attention intensity.From a horizontal perspective,the attention intensity level of the central government in promoting basic public services is on the rise.There are two main factors affecting the increase of attention intensity: one is from the influence of attention situation structure,the other is from the influence of the transformation of government ideas.From a vertical perspective,the central government’s attention intensity to basic public services shows the phased characteristics of "twists and turns-rapid rise-high fluctuation",which is inseparable from the background of the central government’s reform in the field of basic public services.Second,based on attention orientation analysis.Firstly,this paper understands the central government’s attention distribution to basic public services as a whole.Secondly,the central government’s attention to promoting the seven dimensions of basic public services has changed in different periods.Specifically,the reform of basic public education has changed from multi-pronged to key breakthrough;Basic labor employment and entrepreneurship has changed from paying attention to system reform to the construction of employment service system;Basic social security has changed from low coverage security to all-round security;The transformation of basic medical and health care from medical reform to "three medical linkage" reform;Basic housing security has changed from housing monetization to affordable housing construction.In addition,combined with the problems found in the reform of basic public services in the process of research and analysis,this paper puts forward some suggestions on the optimization of attention allocation of the central government to promote basic public services.
