Research On The Influence Of Digitization Level On Government Quality

At the Fifth Plenary Session of the 19th CPC Central Committee,it was emphasized that the current social and economic development should take " high-quality development " as the general requirement.As an important participant in national governance,the government reflects the level of national governance and has a pervasive influence on the market,society,and individuals.The high-quality government is obviously the key to high-quality development in all areas of the economy and society.The development of digitization has brought profound changes in the areas of government governance,social production and residents’ lives.China is also actively promoting the digital transformation of government.A new digital governance paradigm is taking shape,digital technology has become an important governance tool,and the level of digitization has become a key variable to explain the government quality.Has the digitization level effectively improved the quality of the Chinese government?Based on the panel data of 31 provinces from 2010 to 2020,this research measures the government quality in six dimensions:government scale,corruption suppression,level of the rule of law,public goods supply,government regulation,fairness and justice.This research conducted a regression analysis to test the effect of digitization level on government quality,and examined the moderating effect of attention allocation and regional innovation capacity in their relationship respectively.The research shows that the level of digitization has a significant positive effect on the overall government quality.Attention allocation has a moderating effect on the influence of digitization on government quality.The moderating effect of regional innovation capability is also verified.In the analysis of the dimensions of government quality,the level of digitization has a significant positive effect on government scale,corruption suppression,level of the rule of law,public goods supply,and government regulation.Attention allocation strengthens the effect of digitization level on corruption suppression and government regulation,but weakens the effect of digitization level on government scale and public goods supply.Regional innovation capacity reinforces the positive influence of digitization level on corruption suppression,public goods supply,and government regulation.The content of this research enriches the research on the factors influencing government quality and is an effective complement to the research on digitization level.The findings of the research provide an empirical basis for the view that digitization can strengthen government quality,as well as theoretical insights and policy references for the improvement of government quality.
