With the rapid development of urbanization in our country,the city scale expands unceasingly,the needs of the people to strengthen and improve urban management is becoming more and more urgent.Working point area wide line length,but the urban management in the squadron everyday except in law enforcement supervision after batch of urban and rural planning and construction projects,"two violations" governance,the city environmental management tasks,such as still need to take at any time to assist in town(street)by other comprehensive law enforcement management work,is a town(street)comprehensive control stability work of one of the main force.Serious lack of human,financial and faces a more precise target responsibility system and performance appraisal,under the "task drive",the center of all kinds of work by special operation,replacing a clampdown,with movement type management instead of the conventional type management is becoming more and more normalized.This article selects the administrative law enforcement bureau of Jinjiang City as the object of observation,understands the tasks and responsibilities of the administrative law enforcement bureau of Jinjiang City in detail,and examines the management process of sports city,including the "two violations" comprehensive management work and the 2017 central environmental protection inspection team stationed in Fujian.Grasping the intrinsic relationship between the classification of sports city management and the management of sports city,and exploring the operation of the “sports city management” and the governance performance achieved by the organization.This paper presents a "movement type governance" the high cost of the existing governance,governance,high repeatability,low satisfaction,weakening the authority of law,and many other problems,and then dig why the "governance" type of urban management department can provide.This paper argues that can from the way dependence,weak public governance resources,system and mechanism is not perfect and scientific reasonable working mechanism and so onfour aspects to explain why urban management department preference in the "sports type governance"."Governance" type exists many problems,however,from the point of view of dialectics,"movement type governance" is not good for nothing.In order to optimize the “sports city management” of urban management departments and thus play a more positive role in China's urban management governance,this paper proposes to start from three aspects: reform and improve the long-term mechanism,increase investment guarantee,and guarantee effective Public supervision.
