| Review the development of basic education in the past 40 years,the problem of academic burden of primary and secondary school students has been accompanied by the continuation of the development of basic education.The government has issued special "reducing burden order" and relevant policy documents to address the excessive and unreasonable academic burden of students in basic education.Although certain results have been obtained,the problem of current students’ burden has not been solved from the root.It is still in conflict with the educational concept of educational fairness and moral cultivation.In this context,from the perspective of government attention,this paper re-examines the allocation of attention to reduce the burden of students in basic education promoted by the government since 1987,identifies the existing allocation deviation,and puts forward the corresponding optimization suggestions.In this paper,by combining the relevant theories of government decision-making with the theory of government attention,using the content analysis method and the software of ROSTCM6.0 and QSR Nvivo to analyze the text content quantitatively,an analysis framework for measuring the allocation of government attention is constructed.Firstly,in this new framework,the allocation of government attention is divided into two aspects to measure:one is the analysis of the intensity of government attention based on the "Key Points of Work" issued by the Ministry of Education during 1987-2022;The second is the analysis of the government’s attention direction based on the "goal-object-tool" structural dimension of the policy,based on the single and joint burden reduction policies issued by the Ministry of Education and its equivalent departments from 1987 to 2022,as well as the basic education burden reduction policy documents issued by its superior departments.Secondly,through the analysis of the content of the policy text,the paper explores the logical characteristics of the evolution of the government’s attention allocation in the process of reducing the burden of basic education.It finds that since 1987,in the process of promoting the management of students’ burden,the theme of reducing the burden that the government pays attention to has been continuously enriched and developed,the target system of reducing the burden has become more perfect,and the object of reducing the burden has changed from a highly relevant group to a diversified one.The policy tools for reducing the burden present a solidified configuration structure of "one main and two auxiliary".Finally,through research and analysis,this paper finds that there are some deviations in the allocation of government attention: first,the constraints of attention allocation are not fully considered;Secondly,the structure of attention allocation is not optimized enough.Third,the use of policy tools is structurally unbalanced and misaligned with the target orientation.To solve the above problems,the author gives the following optimization suggestions: first,implement the intertemporal comprehensive dynamic attention allocation strategy;Second,we should optimize the structure of attention allocation and build a multi-directional collaborative burden reduction mechanism.Third,we need to create a balanced and efficient mechanism for using policy tools. |
