Study On The Involvement Of Rural Volunteer Organizations For The Elderly In L District,Z City

With the continuous improvement of economic and social development,medical and health care and quality of life,the number of the elderly in China is growing rapidly,accounting for a rising proportion of the total population.The aging of the population is becoming more and more serious,and the demand for high-quality pensions is also increasing.Family endowment,institution endowment can not meet the demand of the growing pension,especially in a serious loss,lack of the rural pension institutions,rural areas influenced by the structure of urban and rural development in the past and the influence of the economic development imbalance,young adults outdoor-workers makes endowment service resources lack,endowment infrastructure construction lag behind,The rural endowment problem has become a livelihood problem that needs to be considered and solved.Due to the characteristics of low cost,high efficiency and wide participation,voluntary service has gradually become an important means to meet the needs of the elderly service,and it is an inevitable trend to bring voluntary service into the elderly service system in China.The city is located in the middle of Shandong Province.Due to the lack of vitality of the old industrial city,the flow of human resources in the city is large.The loss of the young labor force has put great pressure on the pension system in Z City..Due to the early development of civilization practice activities in the new era,DISTRICT L of Z City established a volunteer service model for helping the elderly based on the combination of civilization practice work.The author from the volunteers behavior function theory,the theory of communitarianism,non-governmental and civil society and social capital theory and so on are discussed,using the method of case analysis,social investigation,questionnaire investigation,aimed at Z city L area from the current situation of rural helpage volunteer service organization development background,operation situation made detailed analysis of two aspects.Through the research,it is found that the following problems exist in the development process of rural volunteer service organizations for the elderly in L District,Z City:lag in the construction of relevant laws and regulations,insufficient funds for volunteer activities for the elderly,low social participation and low level of internal governance of the organization.The main reasons are lack of institutional guarantee,insufficient financial support,lack of social recognition,and low professional ability of volunteer team members.The way out is to strengthen the support of law and policy,strengthen the support of government for service projects,construct external interactive network to optimize the environment of organization growth,and strengthen the management and training of organization personnel.This paper aims to provide a useful reference for the development of rural volunteer service organizations for the elderly in Z City and L District and even in China,so as to promote the social process of elderly service in rural areas of China.
