| Government statistical agencies are responsible for the collection,collation,analysis and publication of government statistical data.Their statistical service quality and service level are not only the embodiment of statistical work,but also the premise and foundation of statistical development.However,with the continuous development of social economy,the efficiency and content of government statistical services are increasingly difficult to meet the needs of the times,and the social credibility of statistical data is also constantly questioned by the society.How to optimize the quality of government statistical services and give full play to the important role of statistical data in economic and social development has become a problem that must be seriously considered in the current government statistical work.As a local statistical management department,the research on how to improve the quality of Yinzhou District government’s statistical service is of great significance not only to improve the level of statistical service,but also to improve the credibility of government statistics.In this paper,to improve the quality of Yinzhou District government statistical service for the purpose,combined with the actual work of Yinzhou District government statistics,the use of statistical management theory for a comprehensive study.In the process of research,firstly,it summarizes the statistical management system,the concept of government statistical service and statistical management theory,summarizes the current situation of government statistical service in Yinzhou District,and compares it with the quality management system of government statistical service,and concludes that the government statistical institutions of Yinzhou District can set up statistical projects,deploy investigation tasks,collect and audit data,and provide statistical services Problems in production and release of products.The first is the problem of statistical investigation mechanism:(1)the statistical investigation system is not in line with the actual situation at the grass-roots level;(2)the statistical management system affects the independence of the grass-roots statistical work;(3)the local statistical institutions lack the calling power in the government function work.Secondly,there are problems in the local statistical institutions:(1)the strength of grass-roots statisticians is weak;(2)the work is heavy and the distribution is unreasonable;(3)there are difficulties in the management of auxiliary investigators.The third is the problem of statistical service objects:(1)the cooperation degree of some survey objects is low;(2)the professional quality of enterprise statisticians is not high and changes frequently.Then,by comparing the experience and practice of government statistical service in developed countries,this paper analyzes and compares the forms and contents of statistical management system,organization and coordination organization,statistical data management and other government statistical services in five countries,sums up the experience and practices that can be used for reference in improving the quality of grass-roots statistical service,and summarizes the relevant practical enlightenment.Finally,it puts forward countermeasures and suggestions to optimize the statistical service quality of local government from the aspects of management system reform,statistical law construction,data quality management,statistical service team construction and statistical work coordination mechanism. |
