| Social assistance system is an system design to consolidate poverty alleviation achievement,promote rural revitalization and ensuring vulnerable group.Rural subsistence allowance is an important part of social assistance system,which is vital to improve living standard of poor people and social stability.As the grass-roots government of administrative divisions,the township government plays an important role in the policy implementation of basic living allowance system.Township government turns into approval authority after reform of streamline administration,which is a progress for assistance effectiveness.But a series of problems emerged at the same time.It needs to be researched and solved urgently.The article researches on policy implementation of rural subsistence allowance in town S,which is based on the policy implementation process of Smith and government process re-engineering theory.Four problems are summed up through the research of public official of town and county,rural residents and rural cadres.Firstly,it’s difficult to measure the degree of poverty.To calculate the average household income and property is a hard thing.Secondly,local government lack of implementation resources,such as workers,funds and so on.Thirdly,rural poverty-stricken people is lack of initiative.They have misunderstanding to the rural subsistence allowance policy and conceal property deliberately.Fourthly,the policy implementation of rural subsistence allowance is affected by environment severely.Politic,rural economy,culture and Covid-19 are factors that influence the policy implementation.Combined with the theory of policy implementation process and government process re-engineering,four reasons are concluded as follows.Firstly,policy and related electronic system are imperfect.More details of implementation regulations are needed.Property investigating system and poverty degree estimation system should be improved.Secondly,implementing apartment needs to be managed strictly.Public officials and operating funds are insufficient.Thirdly,target group depend on welfare policy severely.Poor people is lack of initiation and full of irrational comparison,who is influenced by prior policy experience easily.Fourthly,the environment of policy implementation is complicated.The policy of poverty alleviation and rural revitalization,rural collective economy,social civility and Covid-19 played important roles on policy implantation of rural subsistence allowance.To protect poverty-stricken people and improve their living standard,four suggestions are summed up in this article.Firstly,subsistence policy and related system should be more pragmatic.More management details should be regulated.More data of government apartment should be shared with property investigation system.Poverty degree estimation system should update data according to different county.Secondly,inter-department cooperation should be strengthened.Vertical and horizontal apartment should be coordinated.Capacity of public official,operating funds and related resources need to be improved.Thirdly,communication between public official and rural residents should be strengthened to improve the ability of management and service.Policy propaganda,classified and dynamic management should be improved.Employment policy should be implemented to promote residents’ employ ability.Fourthly,township government should make full use of other assistance policy to react complicated environment.With the help of rural revitalization policy,assistance efficiency could be improved.Rural collective economy and civilized practice should be strengthened.The development of Covid-19 should be take into consideration seriously to improve assistance effectiveness.According to the policy implementation process made by Thomas B.Smith,the factors related to policy implementation of rural subsistence allowance is analyzed in this article.A complete analyzed model is made,which is full of anachronistic and regional.This article provides research data for social assistance system innovative pilot,and helps grass-root implementer to optimize implementation process.It is benefit to improve assistance effectiveness,promote social fairness and justice,strengthen government credibility. |
