A Investigation And Study On The Implementation Of Rural Subsistence Allowance Policy In Zhengzhou

After the 18th National Congress of the COMMUNIST Party of China(CPC),governments at all levels and relevant departments began to accelerate the construction and promotion of the social assistance system,which greatly improved the system and significantly enhanced the actual assistance capacity.The rural subsistence allowance policy plays a key role in poverty alleviation.At present,the content of poverty alleviation and relief work has been continuously improved.In this context,the subsistence allowance policy has played a more extensive incentive role,providing a good guarantee for the follow-up sustainable and stable development of the families receiving assistance.However,according to the current actual situation,although the policy has to a certain extent stimulated the enthusiasm of the low-income families in poverty alleviation,its actual effect after implementation remains to be tested.During the promotion of the policy,more in-depth research should be carried out on the relatively significant new problems,mitigation that need to be improved,and places with poor connectivity among the low-income group.This mainly aimed at the actual situation of zhengzhou city villages to the implementation of the policy was carried out to explore,involving the contents are as follows:first,for rural residents related concepts and theories in this paper,summarize the existing research,and through the form of questionnaire and on-the-spot interview of zhengzhou city with the implementation of the policy of rural residents play the actual utility of the research,and have a comprehensive understanding to the low of the implementation of the local situation.Secondly,combining with the investigation results,the zhengzhou city low to the implementation of the policy analysis of existing problems,such as the low level of rural residents’ understanding of the policy of low,can’t do low cognizance and convenient work,responsible for policy through lack of interoperability between different subjects,for changes in policy do not timely regulation,etc.Thirdly,in-depth analysis is made on the causes of the above problems,which are mainly as follows:inadequate policy publicity,unscientific policy design,lack of ability of the main body responsible for implementing the policy,unclear supervision responsibilities,etc.At last,the paper summarizes the whole paper and puts forward corresponding countermeasures to improve the actual effect of zhengzhou subsistence allowance policy,such as strengthening the propaganda,expanding the scope of propaganda,continuously improving the design of the policy,enhancing the overall ability level of the executive body,and constructing the corresponding supervision mechanism.
