Research On The Implementation Process Of Subsistence Allowance Policy In Townships

Social assistance is the most imminent and realistic issue the people in need care about,and it is also an important part of the country’s governance system and governance capabilities.Our country has launched a series of important measures in order to realize the common prosperity of all the people.As the multilevel assistance system centered on subsistence allowances has been continuously improved,the protection function of social assistance has been continuously strengthened,the people’s sense of fulfillment,happiness and security also continuously enhanced.In order to build a moderately prosperous society at a higher level,it is necessary to make up for the shortcomings of rural assistance system.As a "bottom-covering" measure of social assistance,the subsistence allowance policy have made great contributions to China’s fight against poverty.In recent years,our Country has paid more and more attention on the construction of the subsistence allowance system,and the implementation of the subsistence allowance policy has gradually become standardized and refined.However,at present,there is still a certain gap between the implementation of the township subsistence allowance policy and the policy goal of realizing the high-quality development of social assistance.And in order to have a good connection with the urban-rural integration construction and the rural revitalization strategy,specific requirement have also been put forward for the continuous improvement of the subsistence allowance system under the background of deepening the reform of government functions.Therefore,an in-depth study of the problems existing in the implementation of the township subsistence allowance policy is helpful to improving the level of social assistance and further improving social grass-roots governance,and can make contribution to the Second Centenary Goal.This thesis takes Y Township in Shandong Province as the research object,and lays a theoretical foundation for analyzing the implementation of Y township’s subsistence allowance policy by consulting relevant literature and policy documents at home and abroad.Firstly,it analyzes the implementation of the subsistence allowance policy in Y Township by introducing the implementation status of the subsistence allowance policy in detail,including the basic information of executors of the subsistence allowance policy,the basic process of the implementation and the new changes of it,the effect and of the implementation status.Secondly,the semi-structured interview method is used to interview the civil affairs cadres of Y Township and its villages,and the interview data are sorted out by combining with the theme analysis method,and select the typical cases from the date.Combined with Smith’s policy implementation theory and street bureaucracy theory,the problems in the implementation of the subsistence allowance policy in Y Township have been sorted out,which are the poor coordination of the implementation subject,the misconduct of the implementation subject,the low cooperation of the target people and the interference factors in the external environment.Meanwhile,this thesis further analyzes the causes of the problems and comes to the following reasons:insufficient resources integration among the subsistence allowance policy implementation departments,insufficient decentralization of the approval power of the subsistence allowance,imperfect managerial system of the subsistence allowance policy executors and imperfect supervision system and imperfect legal construction.Finally,based on the above research,this thesis puts forward countermeasures to improve the implementation process of subsistence allowance policy from the aspects of setting up the mechanism of coordination and cooperation among departments,improving the construction of public service capacity,strengthening the construction of subsistence allowance policy implementation personnel,improving the external environment,and promoting the legal construction of subsistence allowance policy implementation.This thesis enriches the existing research,and plays an important role in improving the implementation effect of the subsistence allowance policy.
