In the context of rapid economic and social development,the material and spiritual needs of life are constantly increasing,and the people have increasingly higher requirements for social equity and justice.The subsistence allowance system is an important measure taken by the government to help low-income families and plays a key role in maintaining social harmony and stability.However,in the process of implementation in the past few years,it is not uncommon for the public to complain about the unfair implementation of the subsistence allowance.The chaos of implementation seriously affects people’s sense of justice.The government attaches great importance to this and is determined to tackle the chaos.In this paper,taking the objects of the subsistence allowance policy and the non-allowance villagers living in the local area as the investigation objects,and regarding the investigation of the public’s sense of justice as the starting point,county A of Guizhou Province is chosen as the investigation area to investigate the public’s sense of justice in enforcement of subsistence allowance policy and analysis of its impact factors,with the aim of answering 3 questions: under the background of the increasingly standardized and improved subsistence allowance policy system and the long-term implementation of special governance,1.Do the people feel justice during the implementation of the subsistence allowance policy? 2.What factors affect the justice of the enforcement of the subsistence allowance policy? 3.How to improve the justice of the enforcement of the subsistence allowance policy?The specific approach is to put forward research hypotheses by building a research model based on relevant theoretical analysis and demonstration;By referring to the relevant sense of justice scale and combining with the actual situation of the implementation of the subsistence allowance policy,the justice measurement scale,impact factor scale and the questionnaire design were completed.Collecting research data through questionnaire survey,adopting empirical analysis methods such as descriptive statistics,difference analysis,correlation analysis and regression analysis,the villagers’ sense of justice in the enforcement of subsistence insurance policies and its impact factors were explored,and then the relevant suggestions were put forward.Through analysis,it is found that villagers in county A have a higher sense of justice in the enforcement of the subsistence allowance policy.The occupations and political status of participants have a significant influence on justice they felt.The villagers’ sense of justice are affected by the policy enforcement,villagers’ understanding of the policy,participation in the implementation process of subsistence allowances and access to assistance.Through regression analysis,it is found that the recognition of "positive communication" has the greatest influence on the sense of justice;The recognition of "actual and satisfying policy publicity " has a great influence on the sense of justice;The recognition of "timely information disclosure " has a relatively great influence on the sense of justice.The professional quality of the staff,the implementation of the necessary guarantees,the scientific audit standards,and the recognition of standardized audit procedures also have a significant impact on the sense of justice.According to the actual implementation of the policy and the analysis of investigation,this paper states five proposals: to enhance the awareness of villagers by strengthening the policy publicity;to pay attention to marginalized groups and their need of assistance;to interpret the policy correctly to improve the scientificalness of audit standards;to disclose information timely and answer questions effectively;to develop the professionalism of cadres and improve the level of implementation;to correct service attitude and eliminate doubts of injustice through active communication;to standardize audit procedures and promote the sense of justice accordingly;to strengthen the implementation of the "all those in need can get subsistence allowance ",effectively guarantee the eight proposals of livelihood to improve the villagers’ sense of justice,and promote the optimize development of the policy.. |
