| With continuous innovation and exploration in community grid management,this work has become one of the main pillars of grassroots social governance in China,playing a positive role in promoting comprehensive governance at the grassroots level,and effectively improving the level and governance capacity of regional fine governance.At the 20 th National Congress of the Communist Party of China,the dawn of a new era saw the introduction of fresh social governance objectives and criteria.Measures such as "the amalgamation of the three forms of governance" and grid management were embraced in the highest levels of planning and design,providing a powerful basis for grassroots social governance.For the vast number of third-and fourth-tier cities,due to weak economic conditions,the implementation of grid management is relatively slow,so the problems,experiences,and practices in urban community grid management are more universal and representative.This study aims to conduct an in-depth analysis of key issues exposed in urban community grid management through case studies,interviews,and surveys in District T of Dazhou City,and to extract effective solutions from them.A thorough investigation,based on prior knowledge and literature,is undertaken in this article to attain superior outcomes.In this article,we delve into the current state of District T’s community grid management,utilizing theoretical models such as refined governance,good governance,and digital governance to analyze the issues and their sources from the perspectives of practice,features,and main accomplishments,in order to offer effective direction for community growth.The main problems include lagging grid management service level,Insufficient grid management autonomy awareness,poor management efficiency,low overall level of grid staff,and low level of grid management intelligence.The causes of these problems include excessive dominance of administrative power,weak integration of community three governance forces,an unsound financial guarantee mechanism,an imperfect institutional management system,weak foundation for grid team construction and insufficient integration of digital technology resources.This article proposes countermeasures and suggestions to enhance urban community grid management in District T,such as improving the overall governance ability,embed the integration of three governance into the community grid,the establishment of a scientific grid management system,the promotion of institutionalized community grid management,the formation of a community grid organization system,and the initiation of a digital management process for grid management. |
