| In 1986,the State Council proposed to send cadres to the countryside for poverty alleviation.In 1997,the central government issued the "opinions on Further Doing a good job in the work of sending cadres to the countryside to help the poor" to form a system for party and government cadres to help the poor in villages.In order to eliminate poverty in an all-round way,at the end of 2012,under the background of the official prelude of poverty alleviation,the village work team,as the implementer of national policies,undertakes the key tasks in the implementation of a series of national strategies of poverty alleviation and Rural Revitalization.Their actual performance in the village is directly related to whether the livelihood policies are truly implemented to people to households.Optimizing the performance appraisal scheme of the village work team is an important means to promote the efficient performance of the village work team,and realize the strategy of Poverty Alleviation and Rural RevitalizationThis paper uses questionnaire survey,literature research and interview to collect the situation of the performance appraisal scheme of the village work teams in 30 villages and towns of A county in Sichuan Province,analyzes the implementation status,existing problems and reasons of the current scheme,and focuses on sorting out and screening to determine the appraisal index and weight of the performance appraisal of the village work teams in villages and towns,so as to further optimize the performance appraisal scheme of the village work teams in villages and towns,So as to promote them to perform their duties,help them to carry out poverty alleviation and Rural Revitalization.It is found that the current performance appraisal scheme of village work teams in A county plays an important role in personnel management,poverty alleviation and incentive promotion,but there are some problems,such as poor participation of appraisal subjects,imperfect appraisal indicators,inadequate implementation of appraisal procedures,lack of effective supervision and feedback of results.Therefore,this paper proposes diversified participation of assessment subjects,implementation of quantitative assessment indicators,strict implementation of assessment procedures,establishment of problem feedback,application of results and strong supervision mechanism. |
