Research On The Problem Of Poverty Alleviation In Village Under The Backgroud Of The Targeted Poverty Alleviation

During the implementation of the poverty alleviation task in our country,the“temporary” organization under the village team took on important responsibilities to assist and supervise the grassroots organizations in rural areas in promoting poverty alleviation.The work process directly affected the implementation of the rural poverty alleviation policy in China.The effectiveness and results of the state’s governance of rural society.In recent years,research in the academic community on the implementation of precision poverty alleviation policies has been increasing year by year,and has reached a hot state.However,there are only a few studies on poverty alleviation in villages.Therefore,the problem of poverty alleviation in villages in the context of precision poverty alleviation is still a problem in China and a lot of research space.Based on the background of the current era of building a well-to-do society,the policy background of accurate poverty alleviation,and the practical background of poverty alleviation in S counties,this paper takes the village work team as the main body of research and the precision poverty alleviation policy as a microcosm.The in-depth analysis of the problems encountered by the village team in poverty alleviation process will provide useful practical guidance and assistance for poverty alleviation work in villages under the guidance of the national precision poverty alleviation policy.This article uses literature analysis and interviews,takes 14 poverty alleviation teams in S county as the research object,and optimizes the work process of the poverty alleviation of the village working team in villages to conduct in-depth analysis and research of the problems in the poverty alleviation process of China’s village working team.On the basis of combing the research status at home and abroad,the article takes the organizational theory of policy implementation and the policy execution system model as the theoretical support.First,it describes the proper functions of the task force for villages involved in precision poverty alleviation,and then introduces its practical effects.That is to regulate the grass-roots party organizations,improve infrastructure,promote resource integration,and strengthen the mass base.Then deeper analysis of the problems and causes of poverty alleviation in the village team.The characteristics of the “temporary”,“short-term” and “informal”characteristics of the village work teams and their differences in work attitudes and abilities make them face poor recognition,poor sustainability,and limited permeability whenimplementing precision poverty alleviation policies.In addition to these problems,in the poverty alleviation process of the village team,there are also problems such as polarization of assistance,elimination of the role of the village committee,difficulty in supervising the role of supervision,and difficulties in coordination among organizations.The characteristics of the“foreign”,“short-term” and “temporary” characteristics of the village work teams and their differences in work attitudes and abilities make them face poor recognition,poor sustainability,and limited permeability when implementing precision poverty alleviation policies.In addition to these problems,in the poverty alleviation process of the village team,there are also problems such as polarization of assistance,elimination of the role of the village committee,difficulty in supervising the role of supervision,and difficulties in coordination among organizations.Finally,aiming at the above-mentioned issues,the strategy of optimizing the implementation of the poverty alleviation policy of the village task force is to strengthen the management and assessment of the work teams in the village,increase the allocation of special funds for poverty alleviation,strengthen the awareness of the village committees and optimize poverty alleviation.Supervision mechanism,strengthening organization and coordination,strict supervision and accountability,etc.
