Poverty alleviation and Rural Revitalization are two important strategic supports on the road of building a well-off society in an all-round way.With the successful completion of poverty alleviation in China,the focus and focus of China’s agricultural and rural work began to gradually shift to rural revitalization.At present,how to do a good job of poverty alleviation and national rural revitalization link,has become a major topic of social and economic development.So how can this be done? The author believes that one of the keys is to summarize the previous experience of targeted poverty alleviation,and inherit and make continuous progress and improvement in the process of Rural Revitalization.Looking back on the work process of targeted poverty alleviation in China in the early stage,we find that due to the differences in resource endowments,local governments often differ in the implementation of central policies.Local officials represented by the Secretary of the municipal Party committee are the leaders of urban development and an important part of local governance.They are not only the local representatives and agents of the state,but also the agents and spokespersons of the broad masses of the people.Therefore,in the process of implementing targeted Poverty Alleviation Policies,they are often affected by many factors,such as internal and external environment,personal education,values,experience,cognitive level and so on,so as to make behaviors different from standardized administration.So,will this differentiated behavior of local officials have an impact on the improvement of the efficiency of targeted poverty alleviation? Among them,as far as officials themselves are concerned,what personal characteristics lead to these differentiated behaviors?After systematically arranging the theory of high-level echelon,the theory of public choice and the theory of promotion tournament,this paper constructs the logical framework of local government officials’ characteristics and regional economic development,so as to establish the theoretical possibility of the economic relationship between the characteristics of local officials and local poverty alleviation efficiency.In addition,by constructing the corresponding DEA model,this paper calculates the precision poverty alleviation efficiency of 39 prefecture level cities under the jurisdiction of 13 provinces:Heilongjiang,Hebei,Shanxi,Guangxi Zhuang Autonomous Region,Anhui,Hubei,Jiangxi,Hunan,Shaanxi,Sichuan,Henan,Guizhou and Yunnan provinces,and uses its panel data from 2014 to 2019 to establish the corresponding regression model,Estimate the correlation between the characteristics of local officials represented by the Secretary of the municipal Party committee and the efficiency of targeted poverty alleviation in the areas under their jurisdiction.The main conclusions of this paper are as follows:(1)generally speaking,the correlation between official characteristics and regional poverty alleviation efficiency exists,and there is heterogeneity between different official characteristics and poverty alleviation efficiency.(2)Among the characteristics of cultural level,the officials with master’s degree or above have higher poverty alleviation efficiency.(3)Among the characteristics of professional discipline background,officials with economic professional background have higher poverty alleviation efficiency.(4)In the term of office of officials,there is an inverted U-shaped relationship between the length of service of officials and the efficiency of poverty alleviation.The innovations of this paper:(1)This paper focuses on the micro level of the characteristics of local officials.In terms of the action mechanism of the influence chain,this paper empirically explores the correlation between the personal characteristics of local officials and the efficiency of targeted poverty alleviation,further demonstrates the relationship between official characteristics and poverty alleviation efficiency,and also provides a new idea for the research of scholars in poverty alleviation efficiency,regional economy and other related fields.(2)This paper constructs a relatively reasonable and quantifiable DEA model to study the efficiency of poverty alleviation,which has a certain reference value for future scholars to study the efficiency of poverty alleviation.(3)The time span selected in this paper is longer than that of previous researchers,so the research is more convincing. |
