The Practical Path Of Synergistic Governance Of Rural Environment

With the advancement of modernization,rural environmental governance has been paid more and more attention by the country,and the improvement of rural environmental governance has become the focus of academic attention.The existing research shows that the traditional government single-dimensional control model of environmental governance can not adapt to the complex needs of environmental governance,and the synergistic governance is the inevitable trend of effective rural environmental governance.However,in the practice of environmental governance,except for the government,it is difficult for the main body of governance to participate in.As a result,the synergistic governance is difficult to practice,and the environmental governance is faced with the phenomenon of inefficient policy implementation.Therefore,it is of great significance to stimulate the driving force of the main body of environmental governance in rural areas and explore the practical path of environmental synergistic governance.The environmental governance of Y village in Henan Province has experienced from the squalor of the late 1990s to the title of "Beautiful and Livable Village Demonstration".In the process of governance,it has demonstrated the full interaction of various subjects and plays the synergetic advantage of environmental synergetic governance.Based on this,this paper takes the environmental governance of Y village in Henan Province as the research object,uses the research method of case,interview and comparative study,and takes the subject-process as the analysis frame,focus on the role of the main governance and governance process of the interaction of the elements to explore the specific practice path of their synergistic governance.Firstly,the paper analyzes the current situation of synergistic governance in the field of environment,and then,combining with the successful practice of Y village,analyzes the reasons why the synergistic governance can be practiced in the process of Y village’s environmental governance,trying to provide train of thought for the realization of rural environment synergistic governance and the promotion of governance effect.The empirical study finds that the key factor for the practice of synergistic governance in the process of Environmental Governance in Y village lies in the change of governance concept,which is embodied in every link of the governance process.On this basis,it successfully explores the practical path of synergistic governance,which is based on the transformation of ideas,supported by the community,guaranteed by social forces and strengthened by cultural cohesion.To a certain extent,the change of the main idea of governance can effectively alleviate the problems in environmental governance,such as the deviation of government policy,the dissimilation of the relationship between the township of the government and the village committee,and the lack of public participation.At the same time,the village community,social forces and cultural infiltration and other factors also affect the motivation of the main governance.Therefore,in order to speed up the transformation from rural environmental governance to synergistic governance,and further enhance and optimize the effect of environmental governance,we can change the main idea and reconstruct the village community community,etc.,exploring the practical path of synergistic governance based on idea transformation according to local conditions.
