| As the foundation and key of national governance,rural governance is of great importance to promoting the modernization of China’s governance system and governance capacity.However,the current rural society is facing multiple difficulties such as atomization,aging,and hollowing,and it is urgent to further strengthen the rural governance system and governance capacity.In the context of digital rural strategy,with the reform of information technology such as big data and cloud computing,the field of rural governance has ushered in new development opportunities.The wide application of digital technology in the practice of rural revitalization can effectively enhance the capacity of rural governance,and then achieve the goal of effective governance,which is an indispensable and important means in the current rural revitalization strategy.This paper in Gansu province gaolan Y village as the research object,to monitor into the home project as the breakthrough point,the in-depth interview method,field observation method and case study method,using rural governance theory and technology management theory,explore rural governance digital different participants of cognition and action,and study the interaction between the main body.This research focuses on the nested practice of digital technology and rural governance,and aims to conduct an in-depth analysis of the practice of rural governance,so as to seek the path of good rural governance.When the monitoring project is introduced,due to the difference of responsibility positioning between the participants,it has an impact on their cognition and behavior.In the concrete practice of rural governance,the grass-roots government makes policy adjustments according to local conditions to meet its own actual situation.In this process,the village cadres,as the "agent" of the grass-roots government,implement the superior policies and seek the application of local digital technology to promote rural digital governance.Village cadres through the flexible use of digital technology,the application of video monitoring technology and cloud speakers,combined with the face culture of rural acquaintances society,the villagers’ dumping of sewage behavior formed constraints.At the same time,the monitoring platform of domestic sewage collection and treatment is used to stimulate the environmental awareness of the villagers,achieve the goal of domestic sewage treatment,and promote the effectiveness of rural treatment.The embedding of digital technology has brought positive changes to the rural society,created a sense of belonging of residents’ community,and further realized good governance in rural areas.Finally,the analysis shows that the digitalization of rural governance is an interactive and dynamic process involving multiple subjects,which requires the active participation of all subjects.There are differences in the responsibilities and positioning of each participant,which affects their cognition and action.To achieve effective rural governance,we should actively carry out policy debugging and actively explore the autonomy of local governments,so that digital technology and rural governance are nested,so as to realize the digitalization of rural governance.The application of digital technology plays an increasingly important role in rural governance and brings many impacts to rural society.Specifically,it has changed the spatial form of rural governance,reconstructed the structure of rural governance,and enriched the content of rural governance.This study proposes a practical path to optimize the digitalization of rural governance by transforming governance concepts,cultivating villagers’ digital awareness,advocating the participation of multiple subjects,rationally using the power of informal systems,and improving personal privacy protection mechanisms. |
