A Report On The E-C Translation Of 2019 Annual Report On Public Diplomacy Of LAC (The US&LAC) From The Perspective Of Hermeneutics

Political news is not only the channel of national information dissemination,but also a significant way for the public to understand national policies.However,news often needs to be edited by the media,which often implies the tendency and subjective judgment of the media.These subjective factors will possibly cause deviation to readers’ cognition and even affect the dissemination of national image.Hermeneutics,however,as a science of text interpretation,can achieve a balance between faithfulness to the original text and exerting the translator’s initiative.The translation material comes from the project of 2019 Annual Report on Public Diplomacy of LAC(the US&LAC).The content includes public diplomacy information of four Latin American countries,namely Colombia,Ecuador,Peru and Venezuela,and the United States.Based on the analysis of the text content,news translation is divided into four categories,namely the translation of economic activities,military affairs,cultural exchanges and political activities.According to the characteristics of the text,the writer takes Steiner’s four steps of interpretation(trust,aggression,incorporation and reciprocity)as the guiding ideology in translation practice and thesis writing.In combination with the linguistic features of news text,the writer describes facts from multiple angles,and supplements information deliberately evaded by the media so as to make news more valuable.This study finds that translation of news texts should focus on subjects’ diplomatic stances.Apart from that,the comprehensiveness of information and the objectivity of description of other countries are worthy of noticing.In the stage of trust,he writer believes that the annual report provides effective information for readers to understand the diplomatic activities of the United States to Latin American countries.In the stage of aggression,in order to clarify the diplomatic stance of the United States,the writer adopts the method of adding words to highlight partial meanings of words.Because there are differences in the sentence structure between Chinese and English,in the incorporation stage,the writer adopts the method of splitting and integrating the original sentence in conformity with the language habits of Chinese readers.In view of the missing cultural information in the text,in the reciprocity stage,the writer mainly uses the way of annotation to supplement it,so as to clear the reading obstacles for readers.
