The Ethical Risks And Countermeasures Of The Algorithm Applied In Social Governance

The emergence,development and application of science and technology promote the progress of human society.As the core of artificial intelligence,algorithmic technology has been widely applied in search engine,news push-delivery,traffic management and other fields with its powerful computing power,bringing great convenience to people’s life.The traditional social governance model has disadvantages,such as "Do not cooperate with each other",which is difficult to meet the new demands of the current social governance goals,therefore,it is urgent to build a new governance model.In the context of the urgent need of changing social governance means and the construction of a social governance system supported by science and technology,the algorithm technology embedded in social governance effectively broadens the channels for all social parties to participate in governance,improves the cooperation ability between various departments,and greatly improves the efficiency of social governance.Algorithmic technology has created new possibilities for social governance innovation from the main structure,concept and methods,brought new changes,and accelerated the process of building an intelligent social governance system.However,the algorithm technology inherent black box,unexplainability and uncertainty,coupled with the lack of external factors,make algorithm technology embedded social governance play its positive effect also hidden a series of ethical risks.Therefore,it is necessary to take the update and development of algorithmic technology as the background,embed the ethical risk of algorithmic technology into social governance as the research object,explore its causes,refer to the ethics,policies and regulations related to algorithmic technology in the world,and put forward applicable and feasible avoidance schemes.In the past,the ethical risks generated by the process of absorbing algorithm technology in social governance system are unprecedented and complex.From the perspective of the non-autonomous governance subject,the uninterpretation of governance rules and the data of governance factors,the ethical risks caused by algorithm technology embedded in social governance are examined.Ethical risks are mainly reflected in weakening the autonomy of governance subjects,algorithm black box inhibiting citizens’ right to know,damaging social justice,algorithm decision-making squeezing the autonomy space of governance subjects,and collapsing personal privacy space.From the objective factors and human factors to explore analysis of algorithm of social governance,algorithm technology inherent technical defects laid the foreshadowing of ethical risk,algorithm technology community ethical responsibility let the spread of ethical risk,algorithm technical risk objective factors and algorithm community of ethical responsibility of human factors,eventually led to the ethical risk of algorithm embedded in social governance.It is necessary to seek effective solutions from the perspective of establishing the value concept of "the truth of science and technology" and "the goodness of ethics",strengthening the responsibility ethics education of algorithm technology community and improving the norms of algorithm ethics system.
