Since the first transgenic tomatoes came into the market, there’re more than50countries around the world have carried out the field experiments of transgenic crops after20years’, By2013, up to175million hectares. Although quantity of the realized commercial production transgenic crops on the market is quite few, the import of transgenic soybeans, mainly used for cooking oil and feed processing have occupied more than80%of the domestic market share. Taking into consideration of its uncertainty from ecological and edible safety points, the large-scale listed of transgenic foods has arouse the public concerns.As pointed out by Ulrich·Beck, contemporary society has over taken industrial society into the risk society, where crisis may break out at any moment. Modern society is filled with various side effects of industrialization, which would destroy the society. Nuclear leak and global epidemic emergency are ascribed to the first industrial civilization. Chinese society is in the transformation period mixed with contradictions and conflicts, then the probability of occurrence of risks is greatly increased.Based on the risk society theory of Beck, this article has analysised the potential ethics problems of transgenic food in the aspects of ecological safety, edible safety and social security, And found most of the potential ethics problems of transgenic foods mainly caused by its uncertaintity of transgenic technology, the gap between social rationality and scientific rational and the ignorance of public the primary reason of risk. Because of this based on the anagement experience from other countries and the responsibility ethics, this article gives advice on reducing the potential ethics risk in the risk society by strengthen responsible ethical awareness of the expert group, transgenic foods factory as well as the government institution.
