Research On Ethical Problems Of Social Governance Based On Blockchain Technology

The Fourth Plenary Session of the 19th CPC Central Committee pointed out: "Strengthen and innovate social governance,improve the Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,rule of law guarantee,science and technology support social governance system,and build a social governance community where everyone has responsibility,everyone is responsible,and everyone shares." It is the first time the Communist Party of China has made "technological support" an important part of its social governance system.The No.1 document of the central government in 2020 proposed to "accelerate the application of modern information technologies such as the Internet of Things,big data,blockchain,artificial intelligence,the fifth generation mobile communication network,and intelligent meteorology in agriculture and other fields." It can be seen that the application of blockchain technology in various fields of society has become an inevitable trend.Combining blockchain technology with social governance and innovating the way of social governance has become the due meaning of realizing the modernization of social governance and promoting the modernization of national governance system and governance capacity.As the main battlefield and main force of the new scientific and technological revolution,blockchain technology is expanding at an unprecedented speed,depth and breadth,to targeted poverty alleviation,medical and health care,epidemic prevention and control,government coordination and other fields.Among them,the chain block and the integration of social governance,give full play to the instrumental rationality,solve the lack of traditional value consensus in social governance,the main body right inequality and the imbalance of the public product and public resource allocation,ethical dilemma,has formed value consensus,reshape the social credit system,build the ethical advantages of social equity and justice.However,as an emerging technology,the integration of blockchain technology and social governance is in the primary stage of development,which inevitably gives rise to some new ethical issues.Solving the ethical problems existing in the social governance of blockchain and putting forward the ethical principles and countermeasures of the social governance of blockchain can make the application of blockchain technology more beneficial and avoid disadvantages,which is of great significance for promoting the healthy development of social governance of blockchain.Paper with Marx’s political ethics thought,the correlation elaboration on political ethics of socialism with Chinese characteristics and western technology ethics related theory as the basis,using the interdisciplinary theory analysis method,to block chain coordinated regulation of social governance,fairness,efficiency,and technical problems such as the relationship between,from the main body responsibility,laws and regulations,technology application,ethics,such as cause analysis,put forward the ethical principle of block chain social governance,strengthen the block chain value guidance of social governance,building block chain code of ethics of social governance,strengthen the block chain constraint countermeasures,such as the rule of law in social governance,It solves the ethical problems in responsibility distribution,fairness and justice,moral norms and other aspects of blockchain social governance.This paper studies the social governance based on block chain technology from the ethical perspective,which not only establishes the direction for the healthy development of block chain technology,but also provides the basic follow for the technical governance.
