Risk Of Science And Technology In The View Of Developing Philosophy

Since modern times, human beings use the advanced science and technology to fully possess the nature and change it unrestrainedly and create enormous material wealth. Science and technology promote social progress and human liberation, meanwhile the negative effects generated, which is called the risk of science and technology, bring great confusion and threat to the survival and development of human beings. The risk of science and technology is the main form of risk. Moreover it is the main motivation of risk society. Therefore the prevention, the avoidance and the controlling of the risk of science and technology is the main subject of modern social development and it attracts more attention from domestic and foreign academics. According to this point, this article researches on the problems of the risk of science and technology based on the view of developing philosophy and summarizes various research results from domestic and foreign risk theories. Firstly, the article defines the risk and the risk of science and technology: 1) the risk is the uncertain danger and disaster existed potentially in the human practical process; 2) the risk of science and technology is the potential uncertainties caused by science and technology. Some property of the risk of science and technology should be pointed including uncertainty and unpredictability, dependencies and harmfulness, concealment and agglomeration, diffusivity and correlation. Then on this basis, the article analyzes the manifestation and cause of the risk of science and technology and points out that the relative truth of the knowledge of science and technology and the limitation of the results of science and technology are the internal causes that generate the risk of science and technology. Meanwhile, the limitation of human practical abilities, the uncertainties of human moral orientation and the uncertainties of social development are the external causes that generate the risk of science and technology. In order to control the risk of science and technology, we should set up the correct view of the risk of science and technology, establish and improve the management mechanism of the risk of science and technology, strengthen the responsibility consciousness of science and technology workers and set up the governance mode of deliberative democracy of the risk of science and technology. Furthermore, combining with the reality of social development in contemporary China, the article analyzes the positive and negative influences of the science and technology on Chinese society development. And the article proposes that we can apply opportunities created by the risk of science and technology to promote the construction of a harmonious society.
