In recent years,the cultural industry,as the anchor of economic transformation and upgrading,has been meeting the growing spiritual needs of the people and enhancing the national cultural soft power.As the main form of cultural industry,the cultural and creative park has become an essential carrier for local economic transformation and upgrading,model innovation,and vitality stimulation.And an important problem that needs to be solved is how to combine the qualities of the cultural industry with the demands of the modern world,uses creative innovation as a driving force,addresses the current development irregularities,gets past the development bottleneck,and realizes the sustainable development of the cultural creative park.Based on the theoretical research related to cultural and creative parks and strategic management,this paper determines the theoretical basis and analysis tools,and analyzes the current situation and dilemmas faced by Z cultural and creative park based on actual research and by collecting and organizing a large amount of internal information of enterprises.The external environment of Z Cultural and Creative Park is comprehensively analyzed by using PEST analysis,and the internal environment of Z Cultural and Creative Park is analyzed in terms of resources and competitiveness,and the EFE and IEF matrices are established respectively for scientific and quantitative analysis of internal and external environment.This article combines qualitative and quantitative analysis to evaluate Z Cultural and Creative Park’s development strategy and the findings of the research by using SWOT-QSPM and other analysis techniques.This study clarifies the mission,vision and objectives of Z Cultural and Creative Park,and sets the general direction for strategy formulation.It focuses on innovation of a new technology mix of "culture +".The mission is to cultivate unique new cultural IP and enrich people’s spiritual life.The vision of Z Cultural and Creative Park is to become a benchmark cultural and creative park in the field of cultural and creative park with more representative and competitive fashion and creativity.The SWOT strategy matrix of Z Cultural and Creative Park is built based on the four factors of Z Cultural and Creative Park’s strengths,weaknesses,opportunities,and threats that were sorted out in this study,and the WO strategy is matched with the EFE and IEF matrix as the company’s development strategy.Z Cultural and Creative Park’s four alternatives are quantitatively evaluated using the SWOT-QSPM matrix,and the order in which the strategies will be implemented is decided upon as being innovation development strategy,industry integration strategy,brand management strategy,and organization management strategy.This paper puts forward five safeguard measures,including research and development function safeguard and human resource function safeguard,to ensure that the development strategy can be effectively implemented.This study has certain practical significance for other cultural and creative parks in China to formulate development strategies and enhance the competitiveness of enterprises,and can also provide certain reference for the development strategies of other industries.
