Research On The Equalization Of Public Cultural Services In Y County,Zhejiang Province

Promoting the equalization of public cultural services is not only an inevitable requirement for realizing social fairness and justice and maximizing public welfare,but also an important institutional arrangement and a major livelihood project for "adhering to people-oriented and promoting culture to benefit the people",which directly affects the people’s sense of happiness and access to feel.On the basis of following the principles of scientificity,representativeness,feasibility and foresight,this paper tries to construct a set of indicators system for the equalization of public cultural services from three dimensions: basic security level,technical level and performance level.On this basis,this paper comprehensively uses methods such as literature analysis,questionnaires and in-depth interviews to focus on the current situation of equalization of public cultural services in Y County,Zhejiang Province.Through the research,it can be concluded that Y County has achieved certain results in promoting the equalization of public cultural services.At present,the network of public cultural facilities and service systems in line with the county’s conditions have been basically completed,and the satisfaction of the masses is at a high level.But at the same time,the phenomenon of inequality of public cultural services in Y County still exists to a certain extent.The main problems are that the financial investment mechanism is still not perfect,the construction of the talent team is still weak,the development of infrastructure construction is still unbalanced,and there is a heavy “send” Light "species" shortcomings still exist,etc.The main reasons are: the government’s public cultural service awareness needs to be strengthened at the ideological level,the supply mechanism of public cultural services at the institutional level is lagging behind,and the assessment and evaluation methods of public cultural services at the orientation level need to be further improved.Based on this,the author believes that the optimization of the equalization of public cultural services in Y County should be explored from the following three aspects: attach great importance to the ideological,pay attention to the needs of disadvantaged groups,and establish a new concept of public cultural services;seek diversity in the system,guide social forces to participate,Improve the talent and financial security mechanism;take into account the orientation of multiple parties,adhere to the orientation of mass satisfaction,and carry out performance appraisal according to local conditions.Through the above suggestions and countermeasures,I hope to provide some reference and reference for Y County to further improve the equalization level of public cultural services.
