Study On Government Responsibility In Equalization Of County Public Cultural Services

With the major contradictions in society and the continuous development of the national economy in China,people’s good demand for public cultural services is also growing.At the same time,the problem of uneven development of public cultural services in the region,urban and rural areas and between groups has become increasingly prominent,which has caused a series of social problems,and urgently requires the early realization of the equalization of public cultural services throughout the country.Promoting the equalization of public cultural services in county areas is the premise and foundation of realizing the equalization of public cultural services nationwide,and also an important content of building a service-oriented and responsible government.The government should play a leading role and assume the main responsibility in this process.At present,there is a lack of responsibility in the process of promoting the equalization of county public cultural services in our government,which is mainly manifested in four aspects: imperfect policy support system,imperfect financial security mechanism,relatively backward construction of talent team,and inadequate construction of cultural facilities.Therefore,in order to speed up the equalization of county public cultural services,and then achieve the equalization of national public cultural services,it is urgent for governments at all levels to perform their respective responsibilities,so as to meet the growing public cultural needs of people.This paper takes the government responsibility in the equalization of county public cultural services as the research object,and takes the public goods theory,the fair and just theory and the responsible government theory as the theoretical framework,aiming at the lack of government responsibility in the process of equalization of county public cultural services,drawing on the successful experience of promoting the equalization of public cultural services at home and abroad,and puts forward some countermeasures and suggestions to strengthen the government responsibility in the equalization of public cultural services in the county.Firstly,this paper combs the relevant literature at home and abroad,and deeply analysis of the meaning,value,characteristics of government responsibility in the equalization of county public cultural services and the necessity of government fulfilling its responsibility.Then,combined with the Chinese government currently in equal county public cultural services in the process of practice,summed up the due to government officials there exist deviations in understanding thoughts,the shackles of the urban and rural "dual" structure,imperfect financial security mechanism,and personnel training mechanism is not perfect and the causes of administrative accountability mechanism is not standard,it is concluded that China’s county government in the process of equalization of public cultural services in the presence of policy support,financial security,infrastructure construction,talents construction lack of responsibility,hindering county equal public cultural services as soon as possible.Based on this,this paper draws on the successful experience and enlightenment of the government in fulfilling the responsibility of foreign countries,especially the domestic excellent county in the realization of public cultural service equalization,from establishing and improving the policy support mechanism,strengthening the financial security capacity and strengthening the construction of public cultural talents.Facility construction and other aspects put forward countermeasures and suggestions to strengthen the government responsibility in the equalization of public cultural services in the county,in order to provide possible theoretical guidance for the early realization of equalization of public cultural services in the county,and finally achieve equalization of public cultural services across the country to meet the people.The growing demand for public cultural goods and services.
