If the nation wants to be rejuvenated,the countryside must be revitalized.Although each village is small,there are nearly 700,000 villages in the country,and the vast number of rural residents,like urban residents,also have a yearning and pursuit of a better life,and also have a growing spiritual and cultural need,and their rights to public cultural services also need to be guaranteed.At present,in the process of digital transformation of public cultural services,due to the differences between urban and rural areas in terms of economic and social foundation,compared with urban areas,the digital construction of public cultural services in rural areas has insufficient stamina and is relatively lagging behind in development,although the state’s policy support and inclination are constantly strengthening,but the pace of digital construction of rural public cultural services is still slow,and gradually form an insurmountable information gap,so that rural residents fall into the crisis of "digital survival".The dividend of digital development of public cultural services is difficult to benefit rural areas,which not only damages the right of rural residents to enjoy public cultural services,but also expands the development gap between urban and rural areas,aggravates the development trend of urban and rural differentiation,and hinders the realization of the two centennial goals.According to the Notice on Publishing the List of National Digital Rural Pilot Areas issued in 2020,District D of S City,Hunan Province is selected as the representative research object of this paper.Through questionnaire surveys and field research,the current situation of the information gap in the digital development of urban and rural public cultural services in S City D District was investigated,first-hand data were obtained,and a measurement index model of urban and rural information gap was produced,and the information gap in the digital development of urban and rural public cultural services in S City D District was quantitatively analyzed from the aspects of "access gap","awareness gap","environmental gap" and "ability gap".Through the analysis of relevant data,it is found that the tension between rural areas and the modernity of digital development,the tension between digital literacy and digital technology empowerment in rural areas,and the tension between the social environment and digital transformation in rural areas are important reasons for the information gap in the digital development of urban and rural public cultural services.Based on the above research conclusions,this paper looks at the main,economic and technical levels.In order to bridge the information gap in the digital development of urban and rural public cultural services,corresponding governance opinions and measures are proposed,which are embodied in: at the main level,through the adoption of education,training and other means to enhance the digital awareness and digital literacy of rural residents and rural governance subjects;at the economic level,it advocates improving the purchasing capacity of rural residents and stimulating the vitality of the information market by adjusting the price of consumer goods and optimizing market investment;at the technical level,it advocates strengthening the construction of digital infrastructure for rural public cultural services.Improve the digital system of public cultural services and other methods to realize the technical empowerment of digital information technology for rural public cultural services. |
