Promoting high-quality development of public cultural services and ensuring people’s sense of happiness and gain is not only an important part of the construction of public cultural service system,but also a key part of rural cultural revitalization.As the main contradiction in Chinese society is transformed into a contradiction between the people’s ever-increasing needs for a better life and unbalanced and inadequate development,the masses’ demand for high-quality public cultural services is increasing day by day.In order to meet the urgent requirements of public cultural services,make up for the government’s deficiencies in public cultural service management,and improve the supply efficiency of public cultural services,it has become the common reform direction of the central and local governments to purchase public cultural services.As a new social governance model,the purchase of public cultural services is to form a sustainable long-term cooperative relationship between the government and social organizations and promote the high-quality development of public cultural services.The two have complementary advantages in function.In the context of supply-side reform,the effectiveness of cooperation between government and social organizations has always attracted much attention.In the field of public cultural services,cooperation between the government and social organizations can not only break the limitations of traditional cultural supply mode,but also promote the supply-side reform of public cultural services.In addition,the professional technology and resource advantages of social organizations can be used to comprehensively improve the public cultural service system,improve the efficiency of public cultural service supply,and enhance the quality of public cultural service supply.The purchase of public cultural services adopts contractual governance to regulate the behavior of both the government and social organizations.However,the orderly cooperation between the government and social organizations is not only contractual governance alone,but also relationship governance is equally important.As to whether the relationship between contractual governance and relational governance in the cooperation between government and social organizations is "complementary effect","substitution effect" or "coexistence effect of complementarity and substitution",the research conclusions are different.In the practice of some regions in China,the purchase of public cultural services not only emphasizes the role of contractual governance in solving uncertainty and agency problems,but also pays attention to the role of relationship governance in making up for the deficiency of contractual governance.The two work together to promote the realization of cooperation results.Based on this,this article applies the method of case study,combined with the worship multi-use cultural centers in the city of Sichuan province service purchase related practice,authors.furthermore analysis to the real problem,based on the theoretical framework of governance and relationship governance "contract",follow the "because of how He Jian-how to build-" research train of thought,this paper mainly discusses the following questions: Factors influencing the construction of dual governance mechanism in the cooperation between government and social organizations;The construction of contract governance mechanism and relationship governance mechanism in the cooperation between government and social organizations;The mechanism of dual governance mechanism in the cooperation between government and social organizations.This paper provides a systematic analysis framework and some countermeasures for the high quality development of public cultural services.The main conclusions of this paper are as follows: First,this paper established the analysis framework,to worship city of public cultural services to buy as sample,using the method of grounded theory research for government and social organizations cooperation dual governance mechanism,this paper analyzes the factors which influence,it is concluded that the policy to promote advantages,government pressure,social organization,resource acquisition,loose system of environmental impact,the formation of the government and social organizations cooperation intention;The construction of dual governance mechanism of cooperation between government and social organizations is promoted by interpersonal relationship,benefits of both parties and project effectiveness.The system construction and the division of power and responsibility guarantee the dual governance mechanism of cooperation between government and social organizations.Multiple factors jointly promote the construction of dual governance mechanism between government and social organizations.Secondly,after analyzing the process of dual governance construction,this paper finds that the government and social organizations follow the step-by-step construction in the process of contract governance.In different stages of cooperation between the government and social organizations,the content of contract governance is also different,and the formation of contract governance mechanism has experienced initial imperfections,adjustment in the stage of comprehensive development and improvement in the stage of deepening.With the continuous progress of cooperation,the content of contract governance mechanism has been gradually completed,forming a performance mechanism with clear rules and precise contracts,monitoring and incentive,multi-party supervision and performance appraisal as the core.At the same time,the contract governance mechanism follows the operation logic of process and result realization,closed loop operation,resource redistribution and institutional embedding as the core.The incompleteness of contract provides rationality for the existence of relationship governance.Relationship governance follows the way of gradual embedding.In the initial stage of cooperation,the government needs to mobilize familiar and professional social organizations to undertake the services of cultural stations.After establishing a cooperative relationship with the government,social organizations form a trust-based cooperative relationship with the government through strategies such as cooperation continuity,assessment and protection,project acquisition and resource leveraging.At the same time,relationship governance has formed the performance mechanism with trust contract and fuzzy relationship,intimate relationship,termination of contract and reputation punishment,and interest fit as the core.The relationship governance mechanism follows the operation logic of organization action,benefit reciprocity,trust and mutual assistance,and relationship embedding.Thirdly,at different stages of cooperation between government and social organizations,the functions of contract governance mechanism and relationship governance mechanism are different.In the early stage of cooperation,due to the imperfect contract,more relationship governance mechanism is adopted.In the deepening period of cooperation,with the continuous improvement of contracts,more relationship governance mechanisms are adopted.In the mature stage of cooperation,both relationship governance mechanism and contract governance mechanism should be paid equal attention,so that relationship governance can play a role within the scope of contract.Contract governance and relationship governance complement and interact with each other,constituting a dual governance mechanism of cooperation between government and social organizations in the purchase of public cultural services.After the construction of the dual governance mechanism of the cooperation between the government and social organizations,the government and social organizations improve the efficiency of public cultural services through value co-creation,dynamic adjustment of the mechanism,risk avoidance and multiple guarantees,and maintain the continuity of the cooperation between the government and social organizations.
