The salary system of public hospitals in Y District of Guiyang implements post performance-based salary according to the salary system of public institutions.This salary system has been continued since 2006 and has not been reformed for nearly 16 years.With the development of economy and the advancement of medical reform,the drawbacks and lagging of the salary system of public hospitals have gradually emerged.Problems such as low salary level,unreasonable structure,unfair distribution and mere formality of performance appraisal have emerged.The medical and health industry is a special industry with heavy responsibility,difficult technology,high risk and long talent training cycle.In order to mobilize the enthusiasm and initiative of medical practitioners to the greatest extent,it is necessary to establish a salary system in line with its industry characteristics.This is of great significance to the balanced distribution of high-quality medical resources,the improvement of basic medical infrastructure conditions,the reduction of patients’ medical burdens,and the promotion of sustainable development of public medical services.This paper takes the salary system of public hospitals in Y District of Guiyang City as the research object,combs out the research results on the salary system of public hospitals at home and abroad through literature,analyzes it with public goods,incentive theory and equity theory,and studies the salary system of public hospitals in Y District of Guiyang City by means of questionnaire survey and unstructured interview.Find out the problems and causes of the salary system of public hospitals in Y District of Guiyang City,and use case analysis to sum up the experience measures for reference in the reform of the salary system of public hospitals in Sanming City,Fujian province.From the aspects of expanding the funding channels for the reform of the salary system,the systematic reform of the linkage of three doctors,the establishment and improvement of performance assessment,the implementation of internal autonomy of public hospitals and the promotion of diversification of the salary system of public hospitals,the paper puts forward targeted suggestions on the reform of the salary system of public hospitals in Y District of Guiyang City,and promotes the establishment of a salary system that is in line with the characteristics of the public hospitals in Y district. |
