The Innovation Study On Financial Compensation Mechanism Of Public Hospitals On The Medicaland Health System Reform

The financial compensation mechanism reform of public hospitals is the key component of China’s medical and health system reform,which is also the eye point to guarantee the public welfare of China’s medical and health undertakings.Medical revenue,drug revenue and financial revenue(financial compensation)are considered as three important compensation channels for public hospitals in China.In the late 20 th century,medicine and health care career began market-oriented reform in our country,due to the fewer government subsidies and medical service pricing too low reasons,public hospitals only through "medicine for the medical" to make up for a lack of income,it also leaded to the excessive medical treatment,makes an affected of public hospitals’ public welfare,takes a big amount of society problems on people’s livelihood.Since the new medical and health reform carried on in 2009,the government uses the zero-margin drug sales policy.However,the promotion of medical service price and increase of financial compensation cannot completely make up for the income gap brought by the cancellation of drug addition.This has not only caused the operating difficulties of public hospitals,but also brought about a visual reduction in the total medical expenses.Therefore,under the background of zero drug sales in China,how to ensure the public hospitals’ stable development,deepening the reform of the public hospitals’ compensation mechanism,push the hospitals to improve efficiency 、 service quality and inhibit the rise speed of medical expenses has profound significance.This paper lucubrated on the background of the current reform of the medical and health system,and tries to analyze the reasons for the predicament of the financial compensation mechanism by means of data collection and field investigation.By developing healthdevelopment planning,setting up the public hospital evaluation system,clear financial compensation standard,broaden the financial compensation channels,promote the level of medical insurance,attract social investment,the performance evaluation of fiscal compensation,establishing financial capital supervision mechanism,to build more perfect public hospital financial compensation mechanism,find a balance between ensuring the normal operation of hospitals and improving social benefits.Based on a systematic review of Chinese public hospitals’ history and development status,this paper analyzes the relevant operation data of four public hospitals in Fangchenggang and the government financial compensation by means of sample selection and data collection.This thesis mainly analyzed the operating income and expenditure of public hospitals and the basic situation of financial compensation to insurance the normal operation of hospitals,controlling the excessive increase of costs,curbing excessive medical behaviors and improving medical service performance,so as to figure out the existing problems and influencing factors.this article preliminary concluded zero rate sales of medicine,the reform of public hospital’s fiscal compensation mechanism in the medical care system as well as the "supplier" and the "buyer",namely to provide medical and health services in public hospitals and enjoy the inhabitants of public medical and health services at the same time to compensate the model.Meanwhile,the power of discourse between medical insurance agencies and medical service providers(hospitals)should be brought into full play to motivate and restrain the behaviors of hospitals and doctors.In order to ultimately fundamentally in the field of medicine for a long time,the problem of "difficult to see a doctor,expensive to see a doctor".
